Overview

DFØ (Direktoratet for forvaltning og økonomistyring) publishes Utslippsfaktorer for statlige innkjøp (emission factors for state purchases) so that Norwegian government agencies can estimate the footprint of what they buy from their accounts. The factors were built by NIRAS for DFØ in 2021 and updated by DFØ in 2022, 2024 and 2025.

There is one factor for each of the 166 three-digit accounts of the state standard chart of accounts, from buildings and machinery to consultancy, travel and energy, for each data year from 2018 to 2022. Each factor is split into the buyer's scope 1, scope 2 and scope 3.

Methodology

How this works
  • The factors come from an input-output model: a Norwegian model for goods and services produced in Norway, coupled with EXIOBASE for imports. An account's factor is a blend of the industries that supply what is booked on it.
  • The publisher prints tonnes of CO2e per million kroner. We serve kg CO2e per krone, at purchaser prices, VAT treatment unstated.
  • The chain is counted from raw materials through production to transport and sale. The capital goods used along the chain are included; the end of life of the purchased item is not.
  • The scope split is the buyer's: scope 1 is burning the fuel bought, scope 2 is generating the electricity and district heat bought, scope 3 is everything else. The total is the sum of the three.
  • Greenhouse gases are weighted with the IPCC Fifth Assessment Report 100-year global warming potentials. Biogenic CO2 and land-use change are excluded; biogenic methane and nitrous oxide are included. The publisher prints no gas breakdown, so the values are not restated on newer potentials.
  • The year of a value is the data year: the year of the accounts, emission statistics and fuel prices behind it. Each year is in its own prices; nothing is deflated.

What we import

  • All 166 accounts, one factor each, with one value per data year from 2018 to 2022: 830 values, nothing skipped. Every factor is for Norway.
  • For the eight energy accounts (electricity, lighting and heating, gas, heating oil, firewood, petrol and diesel, other fuel, and vehicle fuel) we also load the printed scope parts as children of the total, 17 in all. On the other 158 accounts the whole total is scope 3, so a part would repeat the total.
  • One correction: in 2021, accounts 625 and 700 print a total of 218.99 tonnes per million kroner while their parts sum to 223.64. We serve 223.64, mark the value as corrected, and keep the printed number with the source row.
  • Account 633 has no name in the 2018 and 2019 sheets and is named Reservert (reserved) from 2020. It loads under that name in every year.
  • Accounts are classified under the state chart of accounts, by class and by account, with the class names the chart prints.
  • Land, buildings and other tangible fixed assets count as capital goods (Scope 3, category 2). Patents, licences, software and other intangible assets count as purchased goods and services (Scope 3, category 1).
  • The factor names are the publisher's Norwegian account names. English, French and German names are ours, as is the English, French and German wording of the 2021 correction note.

Restricted. The national data catalogue lists the dataset under CC BY 4.0, but that entry was last refreshed in 2022. The publisher's own page states that the EXIOBASE input has licence terms of its own and is released for non-commercial use, and the EXIOBASE terms it links to forbid publishing derived emission factors. Until DFØ confirms which terms apply to its factors, we treat them as restricted. Limitations

  • These are sector averages. The publisher calls them unsuited to analysing specific goods or services. Use them for a line coded to a state account; for a line with a product description, a product-based spend factor fits better, and for a line with litres or kilowatt-hours, a physical factor does.
  • Many accounts share their numbers with another: an account is a blend of input-output sectors. 22 account names are printed on 54 accounts, for example seven accounts named "Forbruk av innkjøpte varer og tjenester, fortsettelse" (consumption of bought goods and services, continued).
  • The energy accounts depend on fuel prices: scope 1 is a physical factor divided by a price, so the factor moves when the price does.
  • Heating oil (account 622) prints a scope 1 of about 1.5 tonnes per million kroner, about 80 times below petrol and diesel (account 625) and below firewood. We serve it as published, but it is likely a publisher error.
  • Gas (account 621) carries a scope 2 part equal to electricity's. The publisher flags this as an artefact of how the industry sectors are grouped. We file that part as electricity, so it counts as Scope 2; its value is unchanged.
  • All factors are rated low quality: sector averages from an input-output model. How quality tiers are set.
  • One edition is loaded.

  • 2026-10-01: the October 2025 edition loaded, 166 accounts and 17 energy parts for the data years 2018 to 2022.
  • 2026-10-04: the gas scope 2 part filed as electricity, land filed as capital goods, class names added, French and German names added.
