WARM - U.S. EPA Waste Reduction Model (WARM)

U.S. EPA's Waste Reduction Model (WARM): the greenhouse gas emissions of managing a tonne of waste in the United States, per material and per end-of-life pathway, with landfilling split into methane, carbon storage and transport.

Overview

WARM is the U.S. Environmental Protection Agency's model for comparing waste management options. For 61 materials, from aluminum cans to food waste and drywall, grouped by EPA into 11 material types, it gives the emissions of landfilling, combustion, composting and anaerobic digestion. EPA publishes it as an Excel workbook on epa.gov/warm. The version loaded here is version 16, December 2023.

EPA's own emission factor hub, already a library here, repeats some WARM figures. Where both give a landfilled or a combusted material, the WARM row is the one served by default.

Methodology

How this works
  • Values are printed in metric tonnes of CO2e per short ton of wet material managed. We store them per kg (x 1,000, / 907.18474), so a mass of waste reads directly. The mass is as discarded, moisture included.
  • WARM uses the GWPs of the IPCC Fourth Assessment Report (AR4): CH4 25, N2O 298. Every number is a ready-made CO2e total with no split by gas, so these values cannot be restated in AR6.
  • Biogenic CO2 is not counted: the CO2 released when paper, wood or food decays or burns is left out. The methane a landfill releases is counted, and so is the carbon a landfill keeps out of the atmosphere, as a negative number.
  • Landfilling is given for four landfill gas scenarios: no gas recovery, recovery and flaring, recovery and electricity generation, and the US national average of the three. The national average is the value served by default. All four use EPA's default settings: typical gas collection and the national average decay rate.
  • Each landfill value comes with its three parts, as EPA prints them: the methane the landfill generates, the carbon it stores, and the transport of the waste to the landfill. Where the landfill gas makes electricity, the methane part is already net of the grid power that electricity replaces.
  • Where the stored carbon is negative, it is a genuine removal and is marked as one. It is negative for 30 of the 61 materials.
  • Combustion is given as the emissions of burning the material, with the grid power the plant's electricity replaces as a separate credit line beside it. We compute the burning emissions as EPA's net figure minus that printed credit; EPA's net figure itself is kept but not served.
  • The year of every value is 2023, the edition year, not a measurement year.
  • WARM publishes no data quality rating: every value carries the library's default rating, medium. How we rate data quality.

Publication year: 2023, the edition of WARM v16 (December 2023), the basis the EPA Hub uses. No data year is printed; the inputs date from 1998 to 2015.

What we import

  • 1,199 factors with one value each:
  • landfilling: 976 factors, for each material and each of the four scenarios the total and its three parts;
  • combustion: 162 factors, for 54 materials the net figure, the credit line and the burning emissions;
  • composting: 15 factors, and anaerobic digestion: 46 factors, both net figures.
  • EPA's User's Guide says WARM's net results should not be used to build a greenhouse gas inventory, because they subtract what the material avoids elsewhere. So every net figure (combustion, composting, anaerobic digestion) is kept for reference and is never served.
  • Two materials stand in for another: phonebooks take the figures of newspaper, textbooks those of office paper, as EPA states. They are marked as stand-ins and rated very low.
  • The names and pathways are EPA's own English text.
  • Not imported: source reduction and recycling, whose figures are net of the virgin material they avoid and come with no gross figure; the 19 other landfill settings (gas collection rates and decay rates beyond EPA's defaults); the copy of the landfill figures on EPA's summary sheet; and every pathway EPA marks as not applicable, such as composting aluminum.

Limitations

  • WARM describes US waste management: US landfill gas practice, US grid power, US transport distances. Outside the US, treat it as a proxy.
  • The mass is wet mass. A dry or a volume figure needs your own conversion first.
  • For drywall, the landfill total does not equal the sum of its parts in three of the four scenarios, as printed, and the fourth adds up only with a carbon storage figure the other three contradict. All four totals and their carbon storage part are rated problematic and are not served by default.
  • For mixed paper (general), mixed paper (primarily residential) and mixed recyclables, the landfill total with gas recovery and electricity generation is below zero only because of the grid power credit: with flaring, which earns no credit, it is above zero. Those three totals are rated problematic and are not served by default.
  • For the 12 materials (steel cans, mixed metals, electronics and others) whose combustion figure counts the steel recovered from the ash, that recovery is netted in. The burning emissions we compute for them still carry that credit, so they are rated problematic and are not served by default.
  • These factors start when the material is discarded: making the material is not in them, and no upstream leg is added.

Changelog

  • 2026-10-16: WARM version 16 loaded, 1,199 factors. The overlapping landfilled and combusted rows of EPA's emission factor hub are no longer served by default.
