Overview

The Global Logistics Emissions Council (GLEC) Framework is published by Smart Freight Centre as a PDF guide. Beside its accounting method, it prints default values for companies that have no primary data from their carriers.

The defaults cover air, road, rail, inland waterway and sea freight, logistics hubs such as warehouses and terminals, fuels and energy carriers, and refrigerants. Some tables are regional: Europe, North America, China, India and others.

Methodology

How this works

Intensities are per tonne-kilometre, per TEU-kilometre for container shipping, per MJ or per kg for fuels, and per tonne handled for hubs. GLEC prints grams of CO2e; we serve kg.
Transport totals are well to wheel, printed with their two legs: well to tank, the upstream fuel supply, and tank to wheel, the combustion. We serve the total, labelled well to use, with both legs beneath it. Electric rail is split into generation upstream and distribution losses instead.
Biogenic CO2 is printed in its own column and left out of the total.
The GWP basis depends on the table: the fuel tables use IPCC AR6, the ISO 14083 reference tables GLEC reproduces use AR5. Other gases are printed as one pre-summed figure, so the AR5 values cannot be restated in AR6.
Distance adjustments are already built into the factors: 95 km added to air distances and 5 % to road distances.
Fuel energy is on a lower heating value basis.
The reference year is set per table from the input data GLEC cites: mostly 2025, some tables 2021 to 2024.

Data year: the input vintage of the table the default comes from, which differs table by table (2021-2025) rather than being one year for the whole library.

What we import

The GLEC Framework v3.2, October 2025 edition.
The default value tables of Modules 1 to 4: 1,467 factors, transcribed page by page from the PDF.
Where a table prints all legs, each value is checked against the table's own sum: 1,434 of the 1,467 values pass that check. The other 33 have no second leg to check against.
The nine logistics hub values carry no sum to check and are marked low quality. One hub value printed as "≥ 50.0" is not loaded.
Regional tables keep GLEC's own regions, including a combined Europe and South America region.
Not imported: Module 5 (default values for the European chemical industry), Module 6 (air pollutants), worked examples and illustrative tables. Each is kept in our archive.
French names are machine translated.

Limitations

GLEC says default values "can only provide an indication of emissions". Carrier data is more accurate when you have it.
One edition mixes AR5 and AR6 values without labelling them in the document.
Hub factors are per tonne handled at the site, not per tonne of product moved over a distance.
Smart Freight Centre publishes no machine-readable file of the defaults. Our values come from a transcription of the PDF, checked against its sums.
Only v3.2 is loaded. Earlier editions are no longer available from the publisher.
