Overview

The Thailand Greenhouse Gas Management Organization (TGO) is a public organisation under Thailand's Ministry of Natural Resources and Environment. It runs two carbon footprint programmes, and each comes with its own list of emission factors, published as a PDF on thaicarbonlabel.tgo.or.th.

  • The CFP list (Carbon Footprint of Products) holds cradle-to-gate factors for materials, food, chemicals, fuels, machinery use, road freight and waste treatment. Most are per kg of product. TGO draws them from the Thai National LCI Database, kept by TIIS at MTEC, part of the National Science and Technology Development Agency (NSTDA). We load the edition of 2 October 2026, in force from 1 October 2026.
  • The CFO list (Carbon Footprint for Organization) holds the factors for a corporate inventory: fuels burnt in stationary equipment, off-road machinery and road vehicles, refrigerants and grid electricity. We load the edition of February 2026, mandatory from 1 January 2026.

Both lists date their editions in the Buddhist era (2569 is 2026); we show Gregorian dates.

Methodology

How this works
  • Values are kg CO2e per unit, on IPCC AR5 100-year GWPs. TGO weights methane at 28 whatever its source, fossil or biogenic: the printed totals only add up with that weight. Nitrous oxide is 265.
  • CFP factors are cradle to gate: from raw material extraction to the factory gate. Waste treatment rows cover the treatment itself. Road freight rows cover the diesel and its fuel chain, per tonne-kilometre at several load levels from empty to full, or per kilometre.
  • CFO fuel factors cover combustion. The CFO prints the mass of each gas (CO2, methane, nitrous oxide) beside the total, and we keep each gas as its own figure under the total. Refrigerant factors are the GWP of one kg leaked.
  • Biogenic CO2: for blended fuels and for biomass such as fuel wood or bagasse, TGO prints it on a separate line, outside the total, and we attach it to the fuel. The six pure biofuel rows (biodiesel and ethanol, in stationary, off-road and road use) print their CO2 inside the total. We serve those totals as printed, labelled as including biogenic CO2.
  • Grid electricity is printed as two parts and their sum: generation, 0.4750, plus the fuel chain of the power plants, 0.0812, makes 0.5562 kg CO2e per kWh, for data years 2022 to 2024. The same split for 2016 to 2018 is 0.4999 plus 0.0987, 0.5986. We serve the sum with both parts beneath it. TGO does not say whether transmission and distribution losses are included, and we show that as not stated.
  • Natural gas on a higher heating value basis is printed twice, per MJ and per MMBTU. Both are one number in two units; we serve the MMBTU value and keep the other one, rounded to three digits, without serving it.
  • The reference year is 2026, the edition year, for every CFP factor and every CFO fuel and refrigerant: the CFP rows print no data year. The electricity values take the last year of their data period, 2024 and 2018.

Edition year: 2026, the year TGO published the lists, whose product rows print no data year; the grid factors carry the end of their data span (2018 or 2024).

What we import

  • The CFP list of 2 October 2026: 536 factors from its 539 rows. The grid electricity row repeats the CFO figure and is loaded once, from the CFO list. The two machinery rows priced per horsepower-hour are not loaded: TGO does not say whether it means mechanical or metric horsepower, which differ by 1.4 %.
  • The CFO list of February 2026: 89 factors and 93 values, with 11 refrigerants and the two electricity periods.
  • In all, 625 factors and 629 values, every one for Thailand.
  • TGO's own grouping is kept as two classifications: the 22 CFP product groups and the CFO sections. Every factor also carries an open-climate.ai category.
  • Each row's source column, the update label TGO prints on some CFP rows and the printed gas masses are kept in our archive.
  • Names: the CFP names are in Thai, the CFO names in English. English names for the Thai rows are machine translated; most factors have no French name yet. Every factor carries a short usage note written with language models.
  • Not imported: the earlier editions of both lists, and TGO's T-VER offset programme.

Restricted. The lists carry no licence of their own, so TGO's website policy of 1 May 2024 applies. Section 2.2 gives users "no right to alter, distribute, transfer or create derivative works based on the content, in whole or in part, except with the express permission of the owner of that content". Section 3.3 requires TGO's permission for automated access outside its own channels, and section 3.5 forbids copying, reproducing, selling or exchanging the service without TGO's express permission.

The policy does not stop you holding the numbers or computing your own footprint with them. Using a factor for your own footprint and publishing your results are allowed with attribution. Sharing the values with customers, embedding them in a product, and modifying or combining them all need permission. The CFP factors come from the Thai National LCI Database, so a permission from TGO alone may not cover them: TIIS-MTEC-NSTDA holds rights of its own.

open-climate.ai lists these factors with their metadata; the values are withheld until the publisher agrees to their publication. The credit line is: "Thailand Greenhouse Gas Management Organization (TGO); underlying data: Thai National LCI Database, TIIS-MTEC-NSTDA" for the CFP list, and "Thailand Greenhouse Gas Management Organization (TGO)" for the CFO list. Last verified 2026-10-04.

What can I do with this data?

Credit line: Thailand Greenhouse Gas Management Organization (TGO)

tgo-website-policy

TGO website policy (2024-05-01) section 2.2: users may not alter, distribute, transfer or create derivative works from the content, in whole or in part, without the express permission of its owner. Section 3.5: the service may not be copied, reproduced, sold or exchanged without TGO's express permission.

Limitations

  • TGO prints no uncertainty and no quality rating. 626 of the 629 values are rated medium on the library's standing. One is very low: the natural gas per MMBTU, whose heating value basis is a condition the user must match. Two are not served: the duplicate natural gas value per MJ, and one CFP row printed at 5.59 x 10^-10 kg CO2e per m2, about a million times below its neighbour. How quality tiers work.
  • The printed gas masses are rounded to four decimals, so the gases of a low-emission fuel can stray from its printed total by up to 0.015 kg CO2e. The total is served as printed.
  • TGO's grid figure differs from the statistical series of the Energy Policy and Planning Office (EPPO). It is the one TGO's programmes require.
  • The 2016 to 2018 electricity parts are usable until 31 March 2026, TGO notes; the printed total of the same period carries no such date.
  • A few CFP rows print an update label dated after the edition (April 2027, April 2028). We keep the label and derive no date from it.
  • There is no machine-readable file. Our values come from a transcription of the two PDFs, checked against their own sums.
