Overview

The Ministério da Ciência, Tecnologia e Inovação (MCTI) publishes Brazil's grid emission factors through SIRENE, the national emissions registry system, on its emission factors page. The average factor for inventories estimates the CO2 associated with the electricity generated on the SIN. It averages the emissions of every plant that is generating, not only the plants running at the margin.

MCTI writes that if every electricity consumer on the SIN multiplied its consumption by this factor, the sum would equal the SIN's emissions, and that the factor serves inventories in general, corporate or otherwise. The margin factors MCTI publishes on the same page for clean development mechanism projects are a different series and are not imported.

Methodology

How this works
  • Values are kg CO2 per kWh. MCTI prints tonnes of CO2 per MWh, which is the same number, so no value is rescaled.
  • CO2 only: methane and nitrous oxide are not in the factor, so the value is the same under any GWP set. GWP vintage: not applicable.
  • We record the values as fossil CO2. MCTI does not say whether CO2 from biomass plants, such as those burning sugarcane bagasse, is counted.
  • Electricity mix: location-based, the production mix of the interconnected grid. Generation only, as we read MCTI's description: the emissions of the plants per unit generated. Transmission and distribution losses are not included.
  • MCTI asks consumers to multiply the electricity they consume by this factor. Because the factor is per unit generated and leaves losses out, that gives a lower figure than the emissions behind the electricity delivered.
  • MCTI publishes a monthly and an annual factor. In 17 of the 20 years the annual value equals the plain mean of the twelve monthly values; in 2007, 2009 and 2010 it differs by up to 0.000125. MCTI does not say how the annual value is derived.
  • Monthly values move a lot within a year: in 2024 the highest month, 0.1127, is 5.8 times the lowest, 0.0195. Across the 20 years the median ratio is 2.6.
  • Beside other grid factors, open-climate.ai adds estimated legs for losses and for the fuel chain. It adds none here: a leg scaled from MCTI's value, or a total summed with it, would be an adaptation, which the licence does not grant.
  • Data type: average. We record the geography as Brazil; the factor covers the interconnected grid only.
  • MCTI publishes no data quality rating.

What we import

  • The workbook Inventario_2026_janago, downloaded from MCTI's page: one factor, with one annual value per year from 2006 to 2025, 20 values. MCTI prints no publication date; the workbook runs to August 2026.
  • 2025 is 0.0461 kg CO2 per kWh. The highest year is 2014, at 0.1355, the lowest 2009, at 0.0246.
  • The 240 monthly values behind the annual series are kept in our archive, not served. The eight months of 2026 are not imported until the year is complete.
  • MCTI's Portuguese name, description and applicability note are kept verbatim and not translated, since a translation is an adaptation under the licence. The English name, "Grid electricity", is open-climate.ai's generic catalogue label, not a translation of MCTI's text; the French and German names are machine translations of that label. One usage definition is written in English by open-climate.ai with language models; it is not MCTI's.
  • Not imported: the margin factors for clean development mechanism projects, and the calculation tool of the Brazilian GHG Protocol Programme, whose terms forbid its commercial exploitation.

Restricted. MCTI publishes the content of its gov.br site under Creative Commons Attribution-NoDerivs 3.0 Unported (CC BY-ND 3.0), stated in the footer of the site: "Todo o conteúdo deste site está publicado sob a licença Creative Commons Atribuição-SemDerivações 3.0 Não Adaptada" (all content on this site is published under that licence). The licence allows reproducing and redistributing the factor, commercial use included, with the credit line and a link to the licence. It grants no right to make adaptations, translation included.

Using the factor for your own footprint is allowed. Publishing results, sharing the values with customers and embedding them in a product are allowed with attribution and with the values unchanged. Modifying them, or combining them into a new factor, is not. Because of that no-derivatives term, open-climate.ai classes the library as restricted: the public site lists the factor with its metadata and withholds the values. Limitations

  • All 20 values are rated medium quality: a national grid average, with no quality rating from MCTI. How data quality is graded.
  • Grid losses are left out. For purchased electricity, the factor understates the emissions behind each kWh delivered.
  • The SIN does not include Brazil's isolated systems, which this factor does not cover.
  • MCTI's page notes that a check of the calculations found the values for November 2012, January 2013 and March 2013 too low, and that the table has been corrected. The notice is undated. Past values can change between downloads: cite the file you used.
  • From January 2025, MCTI's operating margin factors draw on an enlarged plant database from the system operator (ONS), with the method unchanged. The notice does not mention the average factor.
