Overview

Miljødirektoratet, the Norwegian Environment Agency, compiles Norway's national greenhouse gas inventory. Its page on converting energy use to emissions (Omregning fra energivare til utslipp) prints a short table of road emission factors per kilometre, taken from the National Inventory Document 2025.

The table gives seven fleet averages: passenger cars and vans, each on diesel and on petrol, heavy vehicles on diesel and on petrol, and motorcycles. The values are averages for the year 2023.

Methodology

How this works
  • Each value is the CO2 emitted per kilometre driven by an average Norwegian vehicle of its class in 2023, published in grams per kilometre. We serve it in kg CO2 per kilometre driven.
  • Only CO2 is counted, from fossil fuel burned in the engine. Methane and nitrous oxide are not in the value, so no global warming potential applies.
  • The publisher states that the values include cold starts and evaporation, and that plug-in hybrid cars are not included.
  • The values assume pure fossil fuel. Norwegian road fuel contained 15% biofuel by volume in 2023, and the publisher leaves it to the user to account for it. We do not apply that share: a volume share is not a CO2 share, so a blended figure would be a number the publisher never printed.
  • The table does not separate new from old vehicles or vehicle sizes.
  • Motorcycles include mopeds: the page's own worked example counts "emissions from motorcycles and mopeds" as one category.
  • The year of a value is the inventory's data year (2023), not the edition year.
  • Each value covers combustion in the vehicle only: no fuel production upstream, no vehicle manufacture.

Data year: the inventory year the values average over, 2023 for every value, as the publisher's page states it.

What we import

  • The seven road rows of the table, one factor each, all for Norway.
  • Heavy vehicles are filed under road freight. Norway's inventory class for heavy vehicles also includes buses, and each heavy-vehicle factor says so in its applicability note.
  • Not imported: the page's two electricity figures, which are the Norwegian Water Resources and Energy Directorate's electricity declarations, already served from that library; the agency's inventory emission factors per fuel, which Statistics Norway publishes as the primary source; and its older climate-measure workbooks, which stopped being updated in 2021 and use older global warming potentials.
  • The factor names are the publisher's Norwegian labels. English, French and German names are ours, and the description is the publisher's own Norwegian text.
  • The release date is the page's last update, 12 March 2026: the table carries no edition date of its own.

Limitations

  • The values are fossil CO2 only. They understate a full CO2e footprint (no methane or nitrous oxide) and overstate the tailpipe CO2 of the blended fuel actually sold.
  • The heavy-vehicle values mix lorries and buses in one fleet mean (0.986 kg per km on diesel). They are neither a lorry-only nor a bus-only factor.
  • These are national averages for 2023. A specific vehicle can differ widely from them.
  • All seven factors are rated medium quality: government inventory output, but CO2 only and not adjusted for biofuel. How quality tiers are set.
  • One edition is loaded.
