Overview

The Czech Hydrometeorological Institute compiles the Czech Republic's national greenhouse gas inventory and reports it each spring to the UN climate convention and the European Union. Its page for operators in the EU Emissions Trading System reprints the inventory's table of net calorific values, CO2 emission factors and oxidation factors (Tab. 3-11 of the National Inventory Document 2026), adds six road and aviation fuels, and gives the density of the liquid ones. The edition loaded is the 2026 submission, published on 12 May 2026, read from that page.

Sixteen of the fuels are the inventory's own: crude oil, the heating oils, LPG, naphtha, bitumen, lubricants, petroleum coke, other oil, the coals, briquettes, coke, coke oven gas and natural gas. The other six (petrol, diesel, bioethanol, biodiesel, aviation gasoline and jet kerosene) are printed on the page only.

Methodology

How this works
  • The table prints CO2 only, from burning the fuel. Methane and nitrous oxide are not part of these figures, and the table names no GWP set. The CO2e we serve is that CO2 alone.
  • The factors are printed in tonnes of CO2 per TJ of fuel, on the net calorific value. We serve them per kWh, converted at 0.0036.
  • Each fuel has two CO2 columns: a) without the oxidation factor, b) with it. Column b) is the default. On 19 fuels the oxidation factor is 1 and the two columns are the same number. On other bituminous coal (0.9707), lignite and brown coal (0.9846) and briquettes (0.9846) they differ, and column a) is loaded beside b) with the oxidation_basis qualifier excluded. It is never picked unless you ask for it.
  • Use column a) to compare with the default factors of the EU ETS Monitoring and Reporting Regulation or the IPCC 2006 Guidelines, which assume full oxidation. Column b) is 1.5% to 2.9% lower on the three coals by construction.
  • The Czech values are 5-year means over 2020 to 2024. The reference year of every value is 2025, the year the table is for.
  • Bioethanol and biodiesel print biogenic CO2. It is kept as the biogenic CO2 of the value, and the fossil CO2 and the CO2e are zero. These two zeros are rated problematic and are not served by default.
  • The page prints each fuel's net calorific value and, for liquids, its density. They are not factors, but open-climate.ai uses them to convert a quantity in kilograms or litres into kWh before applying the factor.

Reporting year: 2025, the EU ETS reporting year ČHMÚ states the table's values are for. The country-specific values behind it are 5-year means over 2020-2024, not one data year.

What we import

  • 22 factors and 25 values, all for the Czech Republic.
  • One value per fuel on column b), and three more on column a) for the coals where the oxidation factor is below 1.
  • Factor names keep the institute's Czech labels (Zemní plyn, Hnědé uhlí a lignit, Motorová nafta), with the inventory's English names beside the sixteen inventory fuels.
  • Factors are placed in the open-climate.ai category tree under fuels: 12 liquid fossil, 6 solid fossil, 2 gaseous fossil and 2 biofuels.
  • Not imported: HVO, whose printed figure is a well-to-wheel value under ISO 14083 rather than the CO2 from burning the fuel, and the second natural gas row, which restates the same factor against a calorific value per million m3.

The fuel factors cover combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel. Natural gas and the two hard coals (coking coal and other bituminous coal) take the EU average of the JEC Well-to-Tank report (version 5, for 2020); the other fossil fuels take the ratio from the UK Government's 2026 greenhouse gas conversion factors. 15 of the 20 fossil fuels get a leg, every one rated very low quality. Crude oil, bitumen, other oil and coke get none, since no source prints both a combustion and a well-to-tank figure for them, nor does coke oven gas, a by-product of coke making. On the three coals that also carry column a), the leg and the total are given on each column. The legs and totals carry the same terms as the institute's factors. The institute's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. The institute publishes its website content under Creative Commons Attribution 4.0 (CC BY 4.0). Using the factors for your own footprint is allowed. Publishing results, sharing the values with customers, embedding them in a product and combining them with other data are allowed with the source named and any changes stated. cc-by-4.0

Limitations

  • CO2 only. Methane and nitrous oxide from combustion, and every upstream emission, are left out, so these factors understate a full greenhouse gas footprint.
  • The institute prints no upstream emissions. The estimated well-to-tank legs we add cover 15 fossil fuels at very low quality, and are in CO2e on the GWP set of their source (AR4 for the JEC ratios, AR5 for the UK ones). Crude oil, bitumen, other oil, coke and coke oven gas have none, and neither do the two biofuels.
  • The fuel factors are national averages for the fuels burnt in Czechia, not measured at your plant. A coal from a specific mine can differ.
  • The Czech values are 5-year means tied to one inventory submission. The next submission can print different numbers for the same fuel, and the page is updated in place.
  • Applying a fuel factor to energy billed on a gross calorific basis overstates emissions.
  • The values are rated medium quality, except the two biofuel zeros.
  • How quality tiers are set.
