Overview

The Dubai Electricity and Water Authority (DEWA) is the Emirate of Dubai's electricity and water utility, majority owned by the Government of Dubai. It publishes no emission factor dataset. Each Sustainability Report prints, in a chart and a sentence, the carbon intensity of the electricity its Dubai plants generated, in tonnes of CO2e per MWh.

We load one series from six English editions, 2020 to 2025: ten values, 2016 to 2025. Each year is read from the latest edition that prints it. The latest year, 2025, is the value served by default.

Our reading, where no written grant settles it, checked on 14 Oct 2026

DEWA states no licence, no copyright notice and no terms of use: six English Sustainability Reports (2020 to 2025), the 2025 Climate Policy, robots.txt and the site's 13,011 sitemap URLs were searched. The only rights clause in the corpus is DNV's, over its own verification statement. Tier restricted on owner decision X2 A (2026-10-12); a permission request to DEWA is the owner's to send (dewa, IMP-0065).

Methodology

How this works
  • The value is DEWA's carbon emissions from generating electricity divided by the electricity generated, for the Emirate of Dubai only. It is location-based: an average over DEWA's generation, not the grid of the whole country.
  • A tonne per MWh and a kilogram per kWh are the same number, so each value is stored exactly as printed.
  • The value is CO2e. DEWA never prints a split by gas, so no gas-by-gas value is available.
  • DEWA does not publish its global warming potentials as a field. We read them as IPCC AR5 (100 years): the 2020 edition quotes the AR5 potential of sulphur hexafluoride, 23,500, and the 2021 edition says its certifier required the AR5 potentials. For 2016 to 2020 this reading is unverified. It barely matters here, since almost all of the value is CO2, whose potential is 1 in every IPCC report.
  • We read the value as fossil CO2e only: DEWA's plants burn fossil fuels, and its reports name no biomass or waste fuel.
  • The boundary is generation: the chart divides by "Electricity Generated". Transmission and distribution losses and the supply chain of the gas burned are not in the number.
  • DEWA does not say whether the electricity generated is gross or net of the plants' own consumption.
  • The year of a value is the calendar year of generation it describes.

Data year: the calendar year of generation the Dubai grid factor is for (2016-2025), never the year of the report that printed it.

What we import

  • One factor, ten values, 2016 to 2025, each checked against the page of the report that prints it before it is loaded. No row was skipped.
  • Every value keeps where it is printed: the edition, the PDF page and the unit as spelled there. The 2023 value was first printed as preliminary data and later reprinted unchanged; that flag is kept with it.
  • The English name and the description come from DEWA's reports. The paragraph on what the factor covers and when to use it is written by language models, and the French and German names are machine translated.
  • Not imported: DEWA's combined electricity and water intensity, which divides all of DEWA's direct emissions, desalination included, by electricity alone and would overstate a Dubai electricity footprint by about 15%; and every other figure in the reports, which are totals rather than emission factors. The 2013 to 2015 editions have not been retrieved yet.

DEWA's value is generation only. Beside it, open-climate.ai adds three factors DEWA never printed, each marked as an estimate: the fuel chain (extracting, processing and transporting the fuel the plants burn), computed from UK Government conversion factors weighted by Ember's fuel mix for the United Arab Emirates; the electricity lost in transmission and distribution, from the U.S. EIA loss share for the United Arab Emirates; and the fuel chain of that lost electricity. Two totals add them up: the losses with their fuel chain, and the delivered total. These estimates follow the UK factors' IPCC AR5 basis. Their inputs describe the whole country, not Dubai. How the legs are estimated.

Restricted. DEWA states no licence, no copyright notice and no terms of use anywhere: we searched the six English reports, the 2025 Climate Policy and the 13,011 pages of DEWA's website. The only rights statement in the reports is that of DNV, the verifier, over its own verification statement. Because nothing is granted, open-climate.ai classes the library as restricted: the public site lists the factor with its metadata and withholds the values.

Using the factor for your own footprint is allowed, and publishing results that name the source is allowed. Nothing is said about sharing the values with customers, embedding them in a product, or modifying and combining them: confirm with DEWA before you do. If DEWA grants terms, the tier changes without the factor changing. Attribution: "Dubai Electricity and Water Authority (DEWA PJSC), Sustainability Report 2025 and earlier editions (2020-2024)." Last verified 2026-10-14.

Limitations

  • DEWA's ten values are rated medium, the default for an official library. The five factors open-climate.ai adds (50 values) are rated very low, because their inputs describe the United Arab Emirates, not Dubai. How quality is rated.
  • The series has a method break at 2021. When DEWA's 2021 inventory was certified under ISO 14064-1, in November 2022, the certifier required the AR5 potentials, refrigerants and mobile combustion inside the boundary, and the IPCC stationary combustion method for the Hassyan plant. The 2021 value was restated upwards after its first print. The years 2016 to 2020 were not restated, so a rise from 2020 to 2021 partly reflects the method, not the grid.
  • The value covers Dubai only. Other emirates draw on other plants, Abu Dhabi's Barakah nuclear station among them, so do not use it for the United Arab Emirates as a whole.
  • Only the 2022 value is listed in the data DNV verified. The 2020 and 2021 editions print no assurance statement, and DNV's annex in the 2023 to 2025 editions does not cover the intensity, so those values are DEWA's own statement.
  • The EIA loss share behind the loss estimates is 4.5% for 2024, more than twice the 2.0% line loss DEWA reports for Dubai in 2025. The loss estimates are therefore probably too high, and the delivered total by about 2.5%. We have not yet switched them to DEWA's own figure.
  • Use it for a location-based Scope 2 inventory of electricity consumed in Dubai. It is not a market-based figure.

Changelog

  • 2026-10-14: the electricity carbon intensity series loaded, 2016 to 2025, from the 2020 to 2025 Sustainability Reports, with the estimated fuel-chain and loss factors beside it.
