Overview

Energinet is the state-owned operator of Denmark's electricity and gas transmission grids. Each year it publishes two declarations for electricity consumed in Denmark, on energinet.dk.

The environmental declaration (Miljødeklaration) gives the emissions of the electricity consumed in each price area: DK1, Western Denmark (Jutland and Funen), and DK2, Eastern Denmark (Zealand and the islands). It is the location-based figure. The general electricity declaration (Generel eldeklaration) gives the residual mix: the electricity left once every Guarantee of Origin has been cancelled. It is the market-based figure for electricity bought without a certificate, and it covers Denmark as a whole.

The edition loaded is the environmental declaration published in May 2026 (data years up to 2025) and the general declaration for 2025.

Methodology

How this works
  • Both declarations are in g CO2e per kWh. We serve them in kg per kWh.
  • The environmental declaration blends Danish generation with imports hour by hour, so it describes the electricity consumed in the area, not only the electricity produced there.
  • Much Danish power comes from combined heat and power plants, which make electricity and district heat from the same fuel. Energinet prints two ways of splitting the fuel between them. The 125 % method charges the electricity with less of the fuel, the 200 % method with more, so the 200 % figure is always higher. Energinet recommends neither. Both load as separate factors; we name 125 % the default, because the Danish Energy Agency and Energinet's own residual declaration use it.
  • Methane and nitrous oxide are printed as gas masses. We state them as CO2e with the weights Energinet prints for the environmental declaration (28 for methane, 265 for nitrous oxide, IPCC AR5).
  • Energinet does not state the weights behind the residual mix, and they changed over the years. We read them from the figures: each year's total matches one IPCC table exactly or within rounding. That gives the Second Assessment Report for 2010 to 2012, AR4 for 2013 to 2018 and AR5 for 2020 to 2022, 2024 and 2025. For 2019 and 2023 no table matches, so those two years carry the total and the CO2 only, with the vintage marked unknown.
  • Biogenic CO2 is printed on its own row and is not in the total. We keep it beside the value, outside the headline.
  • Both declarations cover direct emissions from generation. Grid losses, the fuel supply chain and the construction of plants are not included in Energinet's figures. We add estimates of the first two as separate factors (see below).
  • The year of a value is the data year. For the residual mix it is the declaration year, which follows the certificate calendar (1 April to 31 March).

Data year: the calendar year of the declaration on the price-area factors; on the national residual, the declaration year, whose guarantees are cancelled from 1 April to 31 March.

What we import

  • The environmental declaration workbook, price areas DK1 and DK2, data years 2015 to 2025: four factors (two areas, two allocation methods), 11 values each.
  • The general declaration workbook, 2010 to 2025: one national factor with 16 residual values.
  • Beside each residual value, a market-based value of 0 for a green contract, which open-climate.ai adds and marks as assigned. Under the GHG Protocol Scope 2 Guidance a certificate carries the emission factor of the plant that generated the electricity, which is 0 for wind, solar and hydro, the case this value stands for. A certificate from a plant that burns fuel, such as biomass, carries a factor above 0.
  • Not imported: the price-area figures for 2005 to 2014, which follow an older method with grid losses included and are kept in our archive; the figures per municipality; Energinet's third, combined allocation; and the hourly series.
  • The Danish names and descriptions are Energinet's own text. The English names are ours.

Beside the four price-area factors open-climate.ai adds three legs Energinet never printed, each as its own factor marked as an estimate: grid losses, the fuel chain (extracting, refining and transporting the fuel the plants burn) and the fuel chain of the losses, plus a delivered total per price-area factor. The national residual mix gets the fuel chain only and no delivered total. The losses are computed by a stated rule from Energinet's own loss figures for each price area and are rated low quality. The fuel chain uses Ember's generation mix for Denmark as a whole: it is rated very low quality on the price areas, which that national mix fits less closely, and low on the national residual mix. How the legs are estimated.

Two tiers. Open: the environmental declaration is reused under Creative Commons Attribution 4.0, the terms of Energinet's Energi Data Service, which publishes the same data. The workbook itself carries no licence notice; this reading is ours. Restricted: Energinet states no reuse terms for the general declaration, a statutory document electricity suppliers republish unchanged. You can use the residual mix for your own footprint; we do not redistribute it in exports until Energinet grants more.

Limitations

  • The location-based and market-based values answer different questions and must never be added.
  • The allocation method matters: in 2025 the 200 % figure is 9 % above the 125 % figure in DK1 (0.07414 against 0.06801 kg per kWh) and 17 % above it in DK2 (0.05048 against 0.04324).
  • Energinet states a tolerance of about 2 g per kWh on the price-area figures, and prints whole grams for 2015 to 2023.
  • The two areas differ: in 2025 DK2 is about a third lower than DK1 at 125 %. Use the area where the electricity is consumed.
  • The residual mix for 2025 is 0.348 kg per kWh, well above the location-based figures, because the renewable generation sold with certificates is taken out of it. The Danish residual mix published by the Association of Issuing Bodies differs from Energinet's for the same year; do not count both.
  • For 2019 and 2023 the residual mix has no methane or nitrous oxide value and no conversion to newer IPCC weights.
  • Tier: medium quality for Energinet's values (metered settlement data, with modelled imports); low or very low for the legs we estimate. How tiers are set.
