Overview

NVE, Norway's energy regulator, publishes the electricity declarations (strømdeklarasjoner) once a year for the previous data year, on nve.no.

There are two. The climate declaration (klimadeklarasjon) gives the emissions of the electricity physically delivered in Norway, for location-based reporting. The product declaration (varedeklarasjon) gives the residual mix for electricity sold without Guarantees of Origin, for market-based reporting.

Methodology

How this works
  • The climate declaration is in g CO2e per kWh with IPCC AR5 GWPs, and includes methane and nitrous oxide.
  • The product declaration is fossil CO2 only, in g CO2 per kWh. It matches the Norwegian residual mix published by the Association of Issuing Bodies (AIB).
  • We serve both in kg per kWh.
  • Both cover direct emissions from generation. NVE excludes the manufacture of plants and the upstream fuel supply, and does not mention grid losses.
  • Biogenic CO2 is not in either value.
  • The year of a value is the data year, not the year of publication.

Data year: the declaration year the value belongs to (2019-2024), never the edition label.

What we import

  • The NVE factors workbook, data years 2019 to 2025.
  • One factor for Norwegian grid electricity, with two values per year, location-based and market-based, and a green value of 0 that we add (see below).
  • Not imported: the radioactive waste indicator of the product declaration, which is not a greenhouse gas and is kept in our archive; the 2009 to 2018 product declaration values, which appear only on an NVE web page; and the per-technology input figures NVE uses in its calculation, which NVE says are not official emission figures.
  • English and French names are ours. The descriptions are NVE's own Norwegian text, with machine translations.

NVE prints generation only, and no green mix. open-climate.ai adds a market-based value of 0 for a green contract beside each year's residual mix, marked as assigned: 0 is the GHG Protocol's generation value for a certificate-backed kilowatt-hour, not an estimate. Beside the three mixes it adds three legs NVE never printed, each as its own factor marked as an estimate: grid losses, the fuel chain (extracting, refining and transporting the fuel the plants burn) and the fuel chain of the losses, plus a delivered total per mix. They are computed by a stated rule from NVE's values, Eurostat's Norwegian loss share and Ember's Norwegian generation mix, and are rated low quality. How the legs are estimated.

Limitations

  • The two values answer different questions and must never be added. NVE warns that using the wrong declaration gives a misleading picture.
  • The location-based value is about 45 times lower than the market-based value (2024: 0.01185 against 0.53484 kg per kWh). It covers direct emissions only, not the life cycle of the plants.
  • The market-based value is the same number as the AIB Norwegian residual mix. Do not count both.
  • Some climate declaration years are published as whole grams (2019, 2021 and 2023), which is a rounding of 3 to 4% at these levels.
  • A green contract's delivered total is not 0: in 2024 its loss leg and fuel chain add 0.00106 kg per kWh.
  • Only data years 2019 to 2025 are loaded.
