Overview

GHG Platform India is a civil-society initiative that estimates India's greenhouse gas emissions sector by sector, each sector led by an Indian research institution. Two of its workbooks print the emission factors behind those estimates. The energy workbook (Phase IV, prepared by CSTEP, version 3, published September 2022, covering 2005 to 2018-19) gathers fuel combustion factors for electricity generation, transport, and residential, commercial, agriculture and fisheries use, with methane factors for coal mining and for oil and natural gas. The agriculture, forestry and other land use workbook (Phase III, prepared by Vasudha Foundation, version 3, 2019, covering 2005 to 2015) prints methane and nitrous oxide factors for livestock and methane factors for rice. The factors are a compilation: India's own net calorific values and CO2 factors, IPCC default methane and nitrous oxide factors for fuel combustion, and Indian values for coal mining, oil and gas, livestock and rice.

Methodology

How this works
  • Every factor cell is one gas per unit of activity: carbon dioxide, methane or nitrous oxide, in gas mass. The publisher applies no warming potential to its factors. We weight them with the IPCC Sixth Assessment Report 100-year values: 29.8 for fossil methane, 27.0 for methane of biological origin (livestock, rice, charcoal and wood), 273 for nitrous oxide.
  • CO2 from charcoal and wood is kept apart and not counted in the CO2e we serve. The workbook prints 112 tonnes of CO2 per TJ for charcoal and 0 for wood.
  • Fuel factors are printed per TJ of fuel on the net calorific value and served per kWh of fuel (×0.0000036). They are factors for the fuel burnt in each use, not for the electricity a plant delivers.
  • Coal mining methane is printed in tonnes of methane per tonne of coal, by mine type (underground or open cast), by stage (mining or post-mining) and, for underground mines, by the gassiness of the seam (degree I to III). We check each value against the volume column beside it and the workbook's own conversion (1 m3 of methane = 0.0006802 tonnes).
  • Oil and gas methane uses four units in one block: per well, per thousand tonnes of oil produced, per million tonnes of refinery throughput, and per million cubic metres of gas. Each is converted on its own: per kg of oil and per kg of refinery throughput, per cubic metre of gas, and per well as a count.
  • Livestock factors are per head per year. Rice factors are printed in kg of methane per hectare without a period; we serve them per hectare per year.
  • The reference year is the edition year (2022 for energy, 2019 for livestock and rice), since neither workbook prints a data year for its factors. The coal mining and oil and gas blocks are headed "(INCCA 2007)" and take 2007.

Edition year on 85 factors (2022 energy combustion, 2019 AFOLU), which print no data year; 2007 on the 16 coal-mining and oil-and-gas fugitive rows, whose block headings print (INCCA 2007).

What we import

  • 101 factors, one value each, all for India.
  • Energy: 40 fuel combustion factors (14 for electricity generation, 17 for transport by fuel and mode, 9 for residential, commercial, agriculture and fisheries use), 8 coal mining methane factors and 8 oil and gas methane factors.
  • Agriculture: 19 enteric fermentation factors and 19 manure management factors by animal (cattle and buffalo by dairy use and age, sheep, goats, horses, donkeys, camels, pigs, poultry), and 7 rice factors by water regime.
  • Factors keep the workbook's block headings and labels and are placed in the open-climate.ai category tree. The workbooks print no classification code.
  • Not imported: the fuel densities, the warming potential tables and the methane conversion constant, which are reference values rather than factors; the second copy of the livestock table printed lower on the same sheet; the carbon stock, biomass and crop residue parameters of the land use sheets; and the four other workbooks, which hold emission estimates, not factors.

The fuel factors cover combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel, taken from the UK Government's 2026 greenhouse gas conversion factors. 36 of the 40 fuel combustion factors get a leg, every one rated very low quality. Indian non-coking coal and railway coal take the ratio of sub-bituminous coal, low-sulphur heavy stock that of fuel oil, aviation turbine fuel that of jet fuel and kerosene that of burning oil. Charcoal and wood get none: their CO2 is biogenic and left out, so a multiple of what remains would mean nothing. The coal mining, oil and gas, livestock and rice factors are not fuels burnt and get no leg. The legs and totals carry the same terms as GHG Platform India's factors. The platform's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. The site's Usage Policy allows reproduction and redistribution of its material: "Any reproduction or redistribution of the material(s) and information displayed and published on this Website/GHG Platform India/Portal shall be accompanied by a due acknowledgement and credit to the GHG Platform India for such material(s) and information. You must give appropriate credit, provide a link, and indicate if changes were made. You may do so in any reasonable manner, but not in any way that suggests the GHG Platform India endorses you or your use." Using the factors for your own footprint is allowed. Publishing results and combining the values with other data are allowed with credit, a link and changes marked, without suggesting endorsement. Sharing the values with customers and embedding them in a product are not settled: the policy names redistribution, but it is a site policy rather than a named licence, the site footer also reads "All rights reserved", and we have not yet obtained GHG Platform India's written confirmation. Confirm with GHG Platform India before you do. Attribution: "Source: GHG Platform India". Last verified 2026-10-14.

You must give appropriate credit, provide a link, and indicate if changes were made. You may do so in any reasonable manner, but not in any way that suggests the GHG Platform India endorses you or your use.

Limitations

  • The set mixes sources and vintages: the net calorific values and CO2 factors come from the Indian Network for Climate Change Assessment (INCCA) and India's second Biennial Update Report, the methane and nitrous oxide factors of fuel combustion are labelled as IPCC defaults, and the coal mining and oil and gas methane factors come from INCCA's 2007 assessment. On the agriculture side, the cattle and buffalo factors come from India's Second National Communication, and those for sheep, goats, horses, donkeys, camels, pigs and poultry are IPCC 2006 defaults.
  • Five cells differ from the IPCC defaults they are labelled with: nitrous oxide for coking coal, non-coking coal and lignite in electricity generation is 1.4 kg per TJ where IPCC 2006 gives 1.5 (1.4 is the earlier 1996 value), and LPG in electricity generation prints 3 kg of methane and 0.6 kg of nitrous oxide per TJ where IPCC gives 1 and 0.1. Several transport pairs of methane and nitrous oxide also differ from the IPCC 2006 mobile defaults (navigation diesel takes the road values, for example); the effect on CO2e is under 1 %. We load them as printed.
  • The refinery throughput methane factor (0.068 tonnes per million tonnes) is far below the IPCC range for refinery methane. INCCA's 2007 assessment prints the same number and unit, so the platform copied it faithfully and the unit may be in error at its source. We load it as printed.
  • The livestock manure nitrous oxide factors are very small (0.0004 to 0.0074 kg per head per year), and the workbook does not say which manure management practices they assume. We load them as printed.
  • The rice factors print no period. A season is the likely reading, and rice in India is often grown twice a year on the same land, so the per-year value may understate a double-cropped hectare.
  • The values are rated medium quality. The estimated well-to-tank legs and well-to-use totals are rated very low, and are in CO2e on the GWP set of their source (AR5 for the UK ratios), while the platform's own gases are weighted at AR6.
  • How quality tiers are set.

Changelog

  • 2026-10-15: energy factors (Phase IV, version 3, 2022) and agriculture factors (Phase III, version 3, 2019) loaded, with estimated well-to-tank legs and well-to-use totals beside 36 fossil fuel factors.
