Overview

Naturvårdsverket is the Swedish government agency responsible for the national greenhouse gas inventory. With each inventory submission to the UNFCCC it publishes "Emissionsfaktorer och värmevärden" (Emission Factors and Heating Values), a workbook on the agency's website. The edition loaded is submission 2026, updated 2026-03-02, with emission years 1990 to 2024.

The agency describes the factors as national averages for different fuel combustion activities. Every factor has one value per year from 1990, and it says the factor for the year of the actual emissions is the one to use.

The workbook covers four groups. Stationary combustion covers fuel use in industry, electricity and heat production, households and small-scale combustion such as furnaces and stoves. Road transportation factors are Swedish averages per vehicle type. Working machinery factors are averages for the machines of each sub-sector: industry, households, commercial and institutional, agriculture, forestry, and an "other" sector that includes machines at airports and in ports. Other transportation covers air travel, railways and shipping. A separate table gives the CO2 factor of each pure transport fuel.

Served on the owner's risk decision of 2026-10-04 (loaded 2026-10-01, withheld until then); whether the CC0 rule covers the workbook stays asked in writing, as a confirmation, not a gate.

Methodology

How this works
  • The workbook prints the mass of each gas per unit of fuel energy: fossil CO2, biogenic CO2, methane and nitrous oxide, in kg per GJ (tonnes per TJ for working machinery). It prints no CO2e and names no GWP set.
  • open-climate.ai computes the CO2e: fossil CO2, plus methane times 29.8 (27.0 on a biogenic fuel), plus nitrous oxide times 273, the 100-year values of the IPCC Sixth Assessment Report. The pure-fuel table is CO2 only, and so are the combustion-sheet values for blast furnace gas and coke oven gas in iron and steel production and for the mixed blast furnace, coke oven and LD gas in power plants and district heating: they need no GWP, and the printed CO2 is the total.
  • Values are served per kWh of fuel energy, converted from per GJ at 0.0036. The energy is taken as net calorific value. The workbook does not say so in words; the evidence is its year-specific net calorific values and a wood factor that only fits the net basis.
  • Every value is on one basis: biogenic CO2 is kept out of the CO2e and carried as its own gas. Waste prints both a fossil and a biogenic CO2 part.
  • Road factors are fleet averages on the fuel actually sold, so they move as more biofuel is blended into petrol and diesel. The printed CO2 is the fossil part only. Working machinery factors take no account of biofuel blending.
  • A plain "CO2" printed for a biofuel (HVO, FAME, LBG, bio jet kerosene and the biogenic pure-fuel columns) is read as biogenic. ETBE is treated the same way, although part of its carbon is fossil and the workbook prints no split.
  • The reference year of a value is the emission year it is printed for. Every edition reprints and can recalculate the whole series.

Data year: the emission year printed on each gas row (1990-2024), never the 2026 submission year or the update stamp.

What we import

  • The English factor sheets of the 2026 edition: 160 factors and 4,606 yearly values, 1990 to 2024. 144 factors come from the four combustion sheets and 16 from the pure-fuel CO2 table. All are for Sweden.
  • 128 factors and 3,674 values are served. The rest stay in the database but out of search: 594 values for which the workbook prints methane or nitrous oxide but no CO2; 58 biofuel values withheld because the methane or nitrous oxide is not printed (black liquor in power plants and district heating, wood fuels in other consumption, bio jet kerosene in cruise, liquefied biogas in shipping), since the biogenic CO2 stays out of the CO2e and the missing gas can be most of what is left; and 280 values of the biogenic pure-fuel columns, whose fossil CO2 is zero by construction. 32 factors serve nothing at all, among them blast furnace gas and coke oven gas outside iron and steel production and household wood appliances, which never print CO2.
  • Factor names are the workbook's English labels, fuel and sector or vehicle type. Three labels are folded onto the label the sheet prints elsewhere for the same activity. German and French names exist for every factor and are machine translated. The Swedish fuel names of the workbook's reference list are loaded for the stationary fuels they cover (26 names on 81 factors).
  • Factors are placed in the open-climate.ai category tree under fuels, by fuel family. Three "Other non specified" factors stop at the fuels branch, because the fuel is not named.
  • The workbook carries no description per factor. The descriptions on this page are the agency's own.
  • Not imported: the heating values (kept with each source row in our archive), the wood fuel calorific sheet, the reference list apart from its Swedish fuel names, the duplicate Swedish sheets, the agency's climate calculation tool for state agencies and the Klimatklivet values.

The workbook prints combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel. Natural gas, LNG and coking coal take the EU average of the JEC Well-to-Tank report (version 5, for 2020); the other fossil fuels take the ratio from the UK Government's 2026 greenhouse gas conversion factors. Road diesel and petrol are blends whose biofuel share changes every year, and the agency's own numbers give that share: the blend's fossil CO2 against the CO2 of the pure fossil fuel. In a year under 10% biofuel the leg takes the ratio of the UK's average blend. In a year above it (diesel from 2014, buses from 2011, petrol in 2023) the leg adds the mineral fuel's supply chain for the fossil part and the biofuel's own for the bio part, HVO for diesel and bioethanol for petrol. The 2022 passenger car diesel leg is 0.0612 kg CO2e per kWh; the blend ratio on its fossil-only value would have given 0.0409. Every leg is rated very low quality and keeps the workbook's terms. Road gas and LNG, mostly biogas, and E85 get no leg: above 10% biofuel, the combustion value leaves out too much biogenic CO2 for a multiple of it to mean anything. Nor do biofuels, waste, by-product gases such as blast furnace and coke oven gas, and fuels for which no source prints both a combustion and a well-to-tank figure, such as coke, peat and gas works gas. The agency's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

The agency's website says "Öppna data får användas fritt men ange gärna Naturvårdsverket som källa" (open data may be used freely, but please name Naturvårdsverket as the source), and its 2017 re-use policy (NV-03833-13) says data it finances shall be licensed CC0. The workbook is not in the agency's open data catalogue, though, and neither page calls it open data. We serve the values as open, with the attribution "Source: Naturvårdsverket, Emissionsfaktorer och värmevärden, submission 2026 (2026-03-02)". Last verified 2026-10-04.

The agency has not confirmed that the CC0 rule covers the workbook. Before redistributing the values in a product of your own, confirm the terms with Naturvårdsverket.

Limitations

  • These are national averages. Facilities that burn waste and report under the EU emissions trading system must not use these values; the agency publishes specific reference values for them.
  • The agency prints no upstream emissions. The estimated well-to-tank legs we add cover most fossil fuels at very low quality, and are in CO2e on the GWP set of their source (AR4 for the JEC ratios, AR5 for the UK ones). A road diesel or petrol leg composed in a high-biofuel year mixes the two: AR5 for the fossil part, AR4 for the biofuel part.
  • The net calorific basis is inferred, not printed. Applying a factor to energy billed on a gross basis overstates emissions.
  • Road factors for diesel and petrol include whatever biofuel was blended that year: passenger car diesel was 35.0% biogenic by energy in 2022 and 11.3% in 2024.
  • Some series end before 2024: petroleum coke in industry stops in 2009 and refinery oil in industry in 2013. They are served for the years they print.
  • A few served factors print only part of the gas vector, and their CO2e leaves the missing gas out. The largest gap: gas buses print no nitrous oxide (about a tenth of a comparable CO2e). For fossil fuels the gap is below 1.5%. On a biofuel the missing gas can be most of the CO2e (up to about three fifths for black liquor), so those years are withheld instead.
  • Landfill gas in small-scale combustion prints a biogenic CO2 of 93 kg per GJ (series ending 2011), well above the IPCC default of 54.6 for biogas, most likely because landfill gas carries CO2 that passes through the burner. Only the biogenic CO2 carried beside the factor is affected, not its CO2e.
  • A few values are high but faithful: mixed blast furnace and coke oven gas reaches 393.8 kg CO2 per GJ in 1996, about 1.42 kg per kWh, because it is a low-energy by-product gas.
  • All served values are rated medium quality: national averages with no quality rating of their own. How quality tiers are set.
