Overview

The Green Transition Office (GTO) is an independent advisory body to the Ministry of Economy of Ukraine, implemented by the NGO DiXi Group. On 17 January 2025 it published GHG Emission Factors for Electricity Generation and Consumption in Ukraine, a study that proposes a national method for grid emission factors and applies it to 2020 to 2023 with data from the transmission system operator, NPC Ukrenergo. It is at gto.dixigroup.org/en/research.

Ukraine has no official, up-to-date grid emission factor. The study recommends its average generation factor for Scope 2 under the GHG Protocol, and its average consumption factors, which add the network losses, for the total emissions of the electricity a site uses, as in a carbon footprint: the 2nd voltage class for a site connected to a distribution network, the 1st class for one connected to the transmission system.

Methodology

How this works
  • Values are kg CO2 per kWh (t CO2 per MWh in the study). Only CO2 is counted: methane and nitrous oxide are not in the factors, so the value is the same under any GWP set.
  • CO2 is fossil only: the CO2 of biomass and biogas plants counts as zero.
  • The average generation factor divides the CO2 of every plant of the Integrated Power System of Ukraine by the electricity they supply to the grid. It is a location-based average.
  • The consumption factors add the network losses of the consumer's voltage class to it. For the 1st class the study uses a default loss of 2.5%, the 800 to 220 kV transmission system only; for the 2nd class, NPC Ukrenergo's measured losses. Imports and exports are not modelled.
  • The loss factors are the CO2 of the electricity lost on the way, per kWh consumed: the consumption factor minus the generation factor.
  • The marginal factors are the operating margin of the UN Clean Development Mechanism's Tool 07 (simple method): the plants left once low-cost and must-run plants are set aside. The study recommends them for estimating the emission reductions of projects, not for an inventory.
  • The fossil-fleet factor is the average of the thermal and combined heat and power plants.
  • The reference year is the calendar year of generation and consumption.

Data year: the calendar year of generation and consumption the Ukrainian grid factors are for (2020-2023).

What we import

  • All nine series of the study's results chapter (figures 6 to 9), as printed to three decimals: 9 factors and 36 values, one per series per year, 2020 to 2023.
  • We read the values off the corrected English edition of the study and check at every load that each consumption factor equals the generation factor plus its losses, to within the printed rounding of 0.001.
  • The voltage class is part of each factor's name. Each series carries the study's own sentence on what it is for.
  • Not imported: the historical third-party factors the study reviews, its fuel parameters, its comparison with EU countries, and the Ukrainian edition, which prints the same values.
  • Names and descriptions are in English, as printed.

DiXi prints generation, a consumption total that already holds the grid losses, and the losses themselves, but no fuel chain. Beside the generation average, open-climate.ai adds two legs DiXi never printed, each as its own factor marked as an estimate: the fuel chain (extracting, refining and transporting the fuel the plants burn) and the fuel chain of the losses. The loss share is read from the 2nd voltage class, whose losses cover the whole transmission and distribution chain. The legs are rated low quality. No loss leg and no new total are added, since the consumption factors are DiXi's own delivered totals. How the legs are estimated.

At import we classed it restricted. The study is marked "© DIXI GROUP 2024" and the publisher's site reserves all rights, while the study calls its results a publicly available dataset "for further use by all stakeholders". It names no licence. Holding the values for your own footprint is allowed, and publishing your results is allowed with attribution; sharing, embedding and modifying the values need DiXi Group's written permission, which we have not yet obtained. Until then the values are not shown on the public site. Attribution: "DiXi Group / Green Transition Office (2025): GHG Emission Factors for Electricity Generation and Consumption in Ukraine". Last verified 2026-10-14.

Limitations

  • CO2 only. The values do not include producing and transporting the fuels burnt in power plants; the fuel-chain legs we add estimate them, at low quality.
  • The consumption factors gross up generation by the losses. They do not model imports, so they are not a supplier mix.
  • The 1st-class losses are a default, not a measurement.
  • The marginal and fossil-fleet factors run three to four times the grid average. Use them for project reductions, not for a footprint.
  • This is a study, not an official dataset. If Ukraine adopts a state method, its factors may differ.
  • Every value is restricted. How tiers are set: cleaning and tiers.

Changelog

  • 2026-10-15: the study's 9 series loaded for 2020 to 2023, with estimated fuel-chain legs beside the generation average.
