Overview

EPPO publishes energy statistics for Thailand, including two monthly series on the carbon intensity of the power sector, on its open data catalogue at catalog.eppo.go.th. One divides the sector's CO2 emissions by the electricity generated, the other by the electricity consumed.

Both are national, location-based figures for Thai grid electricity. The consumption series is the one to use for purchased electricity in a Scope 2 inventory.

Methodology

How this works
  • Values are kg CO2 per kWh. Only CO2 is counted: methane and nitrous oxide are not in the series, so the value is the same under any GWP set.
  • CO2 is fossil only. EPPO excludes biomass, biogas, ethanol, biodiesel and hydro from the emissions.
  • The two series share the same emissions numerator. The consumption series divides it by a smaller quantity, so it carries transmission and distribution losses: it runs 7% to 13% above the generation series every year.
  • The electricity denominator mixes gross generation by the state utility with net purchases from independent producers, as EPPO compiles it.
  • We build one value per calendar year from the twelve months: total CO2 over total electricity, never an average of monthly ratios.
  • The reference year is the Gregorian calendar year of the data, not the Buddhist era year printed in the catalogue.

What we import

  • The generation and consumption series from the catalogue, as updated on 2026-07-08.
  • One value per series per complete year, 2000 to 2025: 2 factors and 52 values. In 2024, generation is 0.398639 and consumption 0.437960 kg CO2 per kWh.
  • The monthly figures behind each annual value are kept in our archive.
  • Not imported: 2026, which has only four months so far, and the annual tables on eppo.go.th, whose website terms forbid reproduction.
  • The Thai description is the source; English and French names are machine translated.

EPPO prints generation and a consumption series that already holds the grid losses, but no fuel chain. Beside the generation series, open-climate.ai adds two legs EPPO never printed, each as its own factor marked as an estimate: the fuel chain (extracting, refining and transporting the fuel the plants burn) and the fuel chain of the losses. They are computed by a stated rule from EPPO's own electricity totals, whose gap gives the loss share, and from Ember's Thai generation mix; the years before 2015 take the 2015 mix. They are rated low quality. No loss leg and no new total are added, since the consumption series is EPPO's own delivered total. How the legs are estimated.

Open, on our assessment. EPPO lists both series as public data, open to harvesting, under the label "Open Data Common", which matches no registered licence. We serve them with attribution: "Source: Energy Policy and Planning Office (EPPO), Ministry of Energy, Thailand, catalog.eppo.go.th."

The label does not say whether a ShareAlike condition applies. Until EPPO states it, be careful before blending these values into a result published under a more permissive licence.

Limitations

  • CO2 only. EPPO's values do not include producing and transporting the fuels burnt in power plants; the fuel-chain legs we add estimate them, at low quality.
  • In 2021, 2022 and 2025 the two catalogue files carry emissions totals up to 2.5% apart, although EPPO describes them as the same quantity. We rate consumption in 2021 and 2022, and both series in 2025, low quality.
  • This is a statistical series. The Thailand Greenhouse Gas Management Organization (TGO) publishes the grid factor used for carbon footprint reporting under its own programmes, and it differs from EPPO's.
  • EPPO restates past years. A value can change on a later update.
