Overview

The Nederlandse lijst van energiedragers en standaard CO2-emissiefactoren is maintained by RVO (Rijksdienst voor Ondernemend Nederland, the Netherlands Enterprise Agency) and published through the NEa, the Dutch Emissions Authority. It is the normative Dutch fuel list: the defaults for the National Inventory Report (NIR), for annual environmental reporting (e-MJV) and for the EU Emissions Trading System.

The list is a single PDF table, published once a year between January and March, with editions going back to 2004. It covers liquid, solid and gaseous fossil fuels, other fuels and biomass. The Dutch list at co2emissiefactoren.nl, a separate library here, draws on it: the natural gas values of the two lists agree to within rounding.

Methodology

How this works
  • Each carrier has one emission factor in kg CO2 per GJ, on a net calorific value basis. We serve it per kWh.
  • The factors cover CO2 from combustion only. No CH4 or N2O is published, and no upstream fuel chain.
  • Fossil carriers count fossil CO2 only. For petrol, aviation kerosene and gas/diesel oil the list counts only the fossil part of the fuel.
  • Biomass carriers are fully biogenic. We serve the number RVO publishes, not the zero the EU ETS applies to biomass. Waste is split 37% fossil and 63% biogenic, as the list states.
  • Hydrogen has a factor of zero, which is a true physical zero.
  • Every edition prints three inventory year columns, each for its own reporting regime: the earliest for the NIR, the middle one for the e-MJV, the latest for the EU ETS. We serve one value per year, with the year as the reference year.
  • Each value carries the list's reference flag, CS for a country-specific factor or IPCC for an IPCC default, noted in the factor description.
  • The list's own introduction says how long each value holds. The 2006 IPCC default factors apply from 1990. Most country-specific values do too, while a limited set carries an older value for 1990 to 2012, an updated one from 2013 and a further update from 2021. Several transport fuels were revised on new work by Statistics Netherlands (CBS), and five carriers are re-estimated every year.
  • The country-specific values come from the TNO studies behind the list (Dröge 2014; Dröge et al. 2021) and from its factsheets. RVO compiles the list with the relevant institutes, including CBS, so that it stays consistent with the national energy balance.
  • The 2015 revision rebuilt the list on the 2006 IPCC Guidelines, for international reporting from the second Kyoto budget period onward. The 2021 revision took the 2019 Refinement to those guidelines into account. RVO has published the list every year since 2004, and the current edition is reprinted in full in that year's National Inventory Report.

Data year: the printed inventory-year column the value comes from (2024 / 2025 / 2026), never the edition's own date. The three columns are numerically identical in this edition, so the year says which reporting regime the cell answers for, not that it was re-measured.

What we import

  • The January 2026 edition (versie januari 2026): 56 energy carriers, each with values for 2024, 2025 and 2026, so 56 factors and 168 values.
  • The list's own grouping into parts and sections, and its footnotes on carbon origin and provisional values.
  • In this edition the three year columns are identical for every carrier. They are kept apart because they diverge as soon as a carrier is re-estimated.
  • Not imported: the net calorific value columns, so no factor is served per kg or per Nm³ yet; the editions from 2004 to 2025; and the NEa's separate note on the natural gas factor, used only as a cross-check.
  • Names are RVO's own English names. French names are machine translated.

Limitations

  • CO2 only, and combustion only. For a full CO2e or well-to-use figure, add CH4, N2O and upstream emissions from another source.
  • Values are served per kWh only. Converting a per-kg or per-Nm³ quantity needs the carrier's net calorific value, which we do not serve yet.
  • The natural gas factor, shared by CNG and LNG, is not a pure combustion number: it also counts the CO2 naturally present in the gas, and it is set in advance for the period from November to October rather than the calendar year.
  • RVO restates past year cells between editions: the January 2026 edition changed the 2024 calorific value of biodiesel and the 2024 factor for waste. Cite the edition along with the year.
  • Some recent year cells are marked provisional and firm up in a later edition. Five carriers are updated every year: natural gas (with CNG and LNG), biopetrol, biodiesel, other bituminous coal and waste. Only the January 2026 edition is loaded.
