Overview

The Federal Office for the Environment (Bundesamt für Umwelt, BAFU) compiles Switzerland's greenhouse gas inventory, which it reports each year under the UN climate convention. Beside the inventory it publishes the Faktenblatt CO2-Emissionsfaktoren, a five-page factsheet of the CO2 factors the inventory applies to fuels. The edition loaded is the one of January 2026 (document BAFU-D-53023501/792), in German.

The factsheet prints four tables: the main liquid and solid fossil fuels, natural gas year by year since 2013, the waste-derived and alternative fuels burnt in Swiss plants, and a supplementary table of pure gases and liquids taken from the CRC Handbook of Chemistry and Physics (91st edition). The inventory itself documents the values each year in chapter 3, Energy, of its National Inventory Document.

Methodology

How this works
  • Each factor is computed from the carbon content of the fuel, assuming complete combustion: all of its carbon is released as CO2. Only CO2 is counted. Methane and nitrous oxide are not part of these figures, and the factsheet names no GWP set. The CO2e we serve is that CO2 alone.
  • Each fuel is printed three ways: in tonnes of CO2 per tonne of fuel, per terajoule of fuel using its net calorific value (Heizwert), and per cubic metre using its density. Each restatement is its own factor, so a quantity in tonnes, in energy or in volume finds a factor on its own unit. The calorific value and density are printed beside each row and kept with every value.
  • Values are served per kg (from per tonne, unchanged), per kWh (from per TJ, at 0.0036) and per litre (from per m3, unchanged for liquids; natural gas is printed in kg CO2 per m3 and converted at 0.001). The factsheet does not state the temperature and pressure of its natural gas cubic metre, so the per-litre natural gas value carries reference conditions that are unstated.
  • For waste-derived fuels the factsheet prints the total CO2 of the fuel, its fossil share and the fossil CO2 per TJ. The factor is the fossil CO2 per TJ, as the inventory reports it. The biogenic CO2, the printed total minus the fossil part, is kept beside it as its own figure and is not counted in the headline.
  • The values for extra-light heating oil, petrol, diesel and jet fuel come from a 2013 measurement campaign by the Swiss Federal Office of Energy and BAFU.
  • The reference year is the year the factsheet prints for a value: each year from 2013 to 2025 for natural gas, 2023 for waste burnt in municipal incineration plants. Every other value takes the edition year, 2026. The latest natural gas year, 2025, is the value served by default.

Data year where the factsheet prints one (natural gas: the row year, 2013-2025; waste incineration: 2023), else the edition year, 2026.

What we import

  • 59 factors and 95 values over 29 fuels, all for Switzerland.
  • 24 factors for 9 main fuels: petrol, diesel, jet fuel, extra-light heating oil, heavy fuel oil and LPG per tonne, per TJ and per m3, and petroleum coke, hard coal and lignite per tonne and per TJ (the factsheet prints no density for solid fuels).
  • 3 factors for natural gas, per tonne, per TJ and per m3, with a value for each year from 2013 to 2025: 39 values.
  • 9 factors for waste-derived and alternative fuels, per TJ: waste in municipal incineration plants, waste oil, plastics, solvents, impregnated sawdust, end-of-life tyres, sawdust, dried sewage sludge and animal meal.
  • 23 factors for 10 pure substances from the CRC Handbook: methane, ethane, propane, butane, ethylene, propylene, 1-butene, acetylene, 1,3-butadiene and methanol.
  • Factor names keep the factsheet's German labels (Benzin, Heizöl extraleicht, Abfälle in KVA), with English names beside them.
  • Factors are placed in the open-climate.ai category tree under fuels: liquid, solid and gaseous fossil fuels, waste-derived fuels and biofuels.
  • Not imported: ethanol, because the factsheet does not say whether its stoichiometric factor is meant for fossil or bio-based ethanol, and a buyer of bioethanol would be misled; the per-m3 cells of the seven substances that are gases at room temperature, which the factsheet prints with one significant figure; and the CO2 statistics workbook BAFU publishes beside the factsheet, which holds national totals, not factors.

The factors cover combustion only. Beside 33 of the fossil fuel factors, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel in the UK Government's 2026 greenhouse gas conversion factors, since no source prints that ratio for Switzerland. 12 fuels get a leg, every one rated very low quality: petrol, diesel, jet fuel, extra-light heating oil, heavy fuel oil, LPG, petroleum coke, hard coal, lignite, natural gas, propane and butane. The waste-derived fuels get none, since their chain belongs to the waste's first life, nor do the other pure substances, for which no source prints both a combustion and a well-to-tank figure. The legs and totals carry the same terms as BAFU's factors. BAFU's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. Under Article 5, paragraph 1, letter c of the Swiss Copyright Act, "Entscheidungen, Protokolle und Berichte von Behörden und öffentlichen Verwaltungen" (decisions, minutes and reports of authorities and public administrations) are not protected by copyright, and the factsheet is a report of a federal office. Using the factors for your own footprint is allowed. Publishing results, sharing the values with customers, embedding them in a product and combining them with other data are allowed with BAFU named as the source and without suggesting that BAFU endorses the use. Limitations

  • CO2 only. Methane and nitrous oxide from combustion, and every upstream emission, are left out, so these factors understate a full greenhouse gas footprint, by about 0.5 to 1% for liquid fuels at the point of combustion.
  • BAFU prints no upstream emissions. The estimated well-to-tank legs we add cover 12 fossil fuels at very low quality, from UK ratios applied to Swiss combustion factors, and are in CO2e on the GWP set of their source (AR5). The waste-derived fuels and 8 of the pure substances have none.
  • Biogenic CO2 is not counted. Sawdust, dried sewage sludge and animal meal print a fossil share of 0, so their factor is 0 with all of their CO2 biogenic. These three zeros are rated problematic and are not served by default.
  • The factor for waste in municipal incineration plants (46.4 t CO2 per TJ fossil, out of 92.2 t in total, in 2023) depends on the fossil share of Swiss waste and moves when that share is revised.
  • The pure-substance factors are stoichiometric values for the chemical, not measured on a commercial fuel. Commercial propane, butane or LPG may differ.
  • The per-TJ and per-kWh factors are on the net calorific value. Applying them to energy billed on a gross calorific basis, as natural gas often is, overstates emissions.
  • The natural gas cubic metre has no stated reference conditions. Prefer the per-kWh or per-kg factor when your quantity allows.
  • BAFU's 92 served values are rated medium quality: national averages per fuel, not measured at your plant.
  • How quality tiers are set.

Changelog

  • 2026-10-13: Faktenblatt CO2-Emissionsfaktoren, January 2026 edition, loaded (natural gas 2013 to 2025), with estimated well-to-tank legs and well-to-use totals beside 33 fossil fuel factors.
