Overview

The List of Grid Emission Factors gathers the electricity grid emission factors that host-country governments and the CDM Executive Board publish under the Clean Development Mechanism (CDM) and the Joint Crediting Mechanism (JCM). It is compiled by the Institute for Global Environmental Strategies (IGES, Hayama, Japan) for the Ministry of the Environment, Japan, which holds the copyright, and it is cited under DOI 10.57405/iges-1215.

We load version 11.7 of the list, released on 6 March 2026: the country sheet (one row per country, grid, publisher, vintage and method, with a column per year from 2005 to 2025) and the three Indonesian annexes, which give the government's factors for each Indonesian grid in 2017, 2018 and 2019.

Publisher's published terms, checked on 16 Oct 2026

The Guidance sheet of the v11.7 workbook states no licence; its notice reads "All copyrights are reserved. The source must be clearly stated when this database is reproduced or transmitted in any form or by any means.", a citation-conditioned reproduction grant from the Ministry of the Environment, Japan (IGES compiles). No other term on the landing page or in the workbook; the "commercial usage prohibited" a third-party catalogue shows is in no publisher artifact. Sharing and embedding stay unclear until the publisher answers (iges, IMP-0079).

Methodology

How this works
  • A value is the CO2 emitted per kWh of electricity, as the list prints it in tCO2/MWh (the same number in kg CO2 per kWh). The list counts CO2 only: no methane, no nitrous oxide, so the values do not depend on a choice of global warming potentials. Fossil CO2 only.
  • The factors are CDM baseline constructs, not the average emissions of a grid. The operating margin (OM) covers the plants that would run less if a project added power, and it leaves out low-cost and must-run plants, so it usually reads higher than the grid average. The build margin (BM) covers the plants most recently built. The combined margin (CM) weights the two: OM 0.5 and BM 0.5 for most projects in their first crediting period, OM 0.75 and BM 0.25 for wind and solar, OM 0.25 and BM 0.75 for later crediting periods. The weighting is part of each factor's name.
  • An ex-post value is computed from the data of its own year, an ex-ante value from the years before it. Every value carries the year the list files it under; the Indonesian annexes carry their sheet year.
  • The values are counted at generation: no fuel supply chain, no transmission and distribution losses. For the carbon footprint of electricity you consume, use a grid factor counted from the well to the point of use; these margins serve the baseline of an emission reduction project.
  • The region is the country, or the sub-national grid where the list names one: the eight regional grids of China, 166 Indonesian grids, and the island and regional grids of Antigua and Barbuda, Cabo Verde, Cambodia, The Gambia, Grenada, Malaysia, Mongolia, the Philippines and Saint Kitts and Nevis.
  • The list states several margins for most grids, and we name none of them the grid's single factor: pick the margin, weighting, vintage and publisher that your project's methodology asks for. Each factor carries one value per year.

Data year: the year column the list files the value under, as the host government or the CDM Executive Board states it (an ex-post value is computed from that year's data, an ex-ante one from the years before it); the Indonesian annexes carry their sheet year (2017, 2018, 2019).

What we import

  • 1,172 factors and 3,074 values from 847 printed rows: 442 factors and 1,520 values from the country sheet, 730 factors and 1,554 values from the Indonesian annexes. 931 factors are published by host governments, 241 by the CDM Executive Board.
  • Not imported: 26 country-sheet rows that only point to the Indonesian annexes and 9 rows that print no value, each archived with its reason; the cells marked not available, with the footnote that explains why; two Armenian cells of 2009 that print two values in one cell; and the sheet of project-level baselines, which are not reusable grid factors.
  • Units: every value is per kWh.
  • Each factor carries its country, grid, publisher, vintage and method as printed, and an open-climate.ai category. The list's notes, sources and links stay with the factor. Every factor has an English usage note written by open-climate.ai.
  • Kept with each value but not served: the applicability flags (wind and solar, other projects, crediting period) and every printed cell.

Restricted. The list states no licence. Its notice reads "All copyrights are reserved. The source must be clearly stated when this database is reproduced or transmitted in any form or by any means." Until the publisher confirms that reuse in a commercial service falls within that notice, the factors are listed and searchable with their descriptions, and the values are not shown on the public site. Limitations

  • The list prints no uncertainty and no quality indicator per value. We rate every value medium, the prior we give the list. 15 values are true zeros, build margins where every recent plant emits no CO2 (10 in Ecuador, the others in Belize, Cabo Verde, Lao PDR and Uganda); 2 are zeros the annexes round to two decimals (Bengkalis 2019, Paposta 2018).
  • A margin is not a grid average and not a footprint of consumed electricity: compare it only with factors built on the same CDM method.
  • 36 countries are covered only by factors of the CDM Executive Board, which can be older than a national figure; check the year before you use one.
  • Malaysia's national rows are filed under Malaysia as printed; the list does not say whether they cover Peninsular Malaysia only.
  • One edition is loaded.
