Overview

JRC-IDEES is the Integrated Database of the European Energy System, prepared by unit C.6 of the European Commission's Joint Research Centre (JRC). It breaks each country's energy balance down by sector and end use, calibrated to the Eurostat energy balances, and was built to feed the JRC's POTEnCIA energy model. It is not an emission factor list: it is a modelled energy and emissions database, two parts of which read as factors, the CO2 emission factor of each fuel and the CO2 intensity of each transport mode.

The 2023 edition (v2023-1.00, cover sheets dated 2025-11-06) covers the 27 member states and the EU27 aggregate, one value per year from 2000 to 2023. It is published as one zip of eight workbooks per location in the JRC open data directory. Editions so far are 2015, 2021 and 2023, at irregular intervals.

Methodology

How this works
  • CO2 only. The publisher reports no methane or nitrous oxide and names no GWP set. A CO2-only value is the same under every GWP set, so it is served as AR6 without conversion.
  • Fossil CO2 only. The publisher lists the CO2 of biofuels and biogenic waste but marks it "not accounted". See Limitations for how those rows are served.
  • Direct emissions only: fuel factors cover combustion, and transport intensities are tank-to-wheel. Nothing upstream of the fuel tank, and no vehicle manufacturing or infrastructure.
  • Fuel factors are printed in tonnes of CO2 per tonne of oil equivalent, on net calorific value. We serve them per kWh (1 toe = 11,630 kWh): natural gas, 2.348795 t per toe, becomes 0.20196 kg per kWh. Twenty-eight fossil fuels have one value in every country and year, the IPCC 2006 default; both jet fuels take the IPCC value for other kerosene. Fourteen vary by country and year: anthracite, coking coal, other bituminous coal, sub-bituminous coal, lignite, patent fuel, brown coal briquettes, coke oven coke, gas coke, coal tar, peat, peat products, oil shale and oil sands, and non-renewable municipal waste. The other eleven codes are biofuels and biogenic waste.
  • Transport intensities are the publisher's modelled emissions divided by its modelled activity, per mode, vehicle type and powertrain. We serve the real-world values per vehicle-km, passenger-km and tonne-km. For road vehicles we also serve the type-approval test-cycle value per vehicle-km, once for the vehicle stock and once for new registrations.
  • Transport values printed in grams are served in kg. Maritime bunkers printed per 100 km are divided by 100; maritime freight printed in kg per thousand tonne-km is served per tonne-km.
  • Totals for a mode, and the EU27 figures, are activity-weighted averages computed by the publisher, not sums.
  • Every value is an average for its country, with the data year as reference year.
  • The publisher has no data-quality scheme and publishes no uncertainty.

What we import

  • 4,659 factors and 105,551 yearly values for 28 locations: the 27 member states and the EU27. Greece, published under the code EL, is served as GR.
  • Fuels: 1,479 factors per kWh, for 53 fuel codes, classified by the Eurostat SIEC code (scheme siec, one level). Composite codes from the Eurostat energy balance, such as gas oil without its blended biofuel, are kept as published. Coke oven gas, blast furnace gas and other recovered gases count as gaseous fuels.
  • Transport: 3,180 factors, 2,089 per vehicle-km, 546 per passenger-km and 545 per tonne-km, classified in the publisher's transport tree (scheme jrc_idees_transport, up to six levels).
  • Every factor also carries an open-climate.ai category, such as passenger car, road freight, liquid fossil fuel or biofuel.
  • Names are the publisher's English, and some have German and French machine translations. The publisher writes no descriptions. Every factor has an English usage note written by open-climate.ai.
  • Not imported: the series per household, per square metre, per building, per capita, per vehicle and per flight (961 per location); cells with no activity, printed as zero; electric traction, which is zero tank-to-wheel; the road, rail and aviation totals that mix passenger and freight kilometres; and codes repeated across workbooks, which are loaded once.
  • The database prints no CO2 per tonne of industrial product, no CO2 per kWh of electricity generated and no grid electricity factor.

Limitations

  • 97,475 of the 105,551 values (4,336 factors) are served at medium: the publisher has no quality scheme, so they take the library's default grade. Two groups are withheld. The 7,368 values (307 factors) for biofuels and biogenic waste: the publisher does not account their CO2, so their fossil value is zero, and we keep the printed number as biogenic CO2 rather than serve a zero that reads as carbon-free. And 708 transport values (on 53 factors) that are more than ten times the EU27 value for the same activity and year (next point). See how data quality is graded.
  • CO2 only: without methane and nitrous oxide, these values sit below a full CO2e figure for the same activity.
  • Direct only: no upstream share, and electric cars, buses and trains have no factor at all.
  • The intensities are modelled: the CO2 of the fuel sold or bunkered in a country, divided by the activity the model gives that country. Where that activity is small, the ratio can be extreme. Czech domestic aviation in 2020 reads 61.7 kg per passenger-km, 329 times the EU27 figure, and Malta's extra-EEA maritime bunkers in 2021 read 44,421 kg per vehicle-km. We withhold any transport value more than ten times the EU27 value for the same activity, unit and year: 708 values, mostly domestic navigation, coastal shipping, island bunkers, COVID-year domestic flights and Luxembourg's heavy goods vehicles. Sixteen factors are withheld in every year. A smaller jump stays served as printed: German natural-gas buses rise from 1.14 kg per vehicle-km in 2000 to 7.62 in 2023 (0.061 to 0.651 kg per passenger-km).
  • At the low end, 501 values sit below a tenth of the EU27 value, mostly maritime bunkers of countries whose ships refuel abroad. They stay served. They understate the footprint rather than inflate it.
  • Test-cycle values describe a regulatory test, not on-road driving. For an inventory, prefer the real-world value of the same vehicle.
  • Per vehicle-km, a ship, a plane and a car share one unit. Check the mode before use.
  • The Transport workbook labels the maritime tonne-km intensity "kgoe / ktkm", an energy unit; the detailed sheet prints the same numbers as kg of CO2 per thousand tonne-km, which is what we serve.
  • Only the 2023 edition is loaded.
