Overview

Taiwan runs a voluntary carbon footprint label (碳足跡標籤) under the Ministry of Environment's Climate Change Administration. A manufacturer, importer or seller has the life cycle footprint of its product or service quantified and verified by a third party, and the Ministry grants a label that is valid for a fixed period. Labelled items range from cement, concrete and building panels to food, drinks, appliances, banking services, hotels and transport.

MOENV publishes the list of valid labels, with each label's footprint and declared unit, as dataset CFP_P_01 on its open data platform, data.moenv.gov.tw. The programme's own site is cfp.moenv.gov.tw.

Methodology

How this works
  • Each value is the label's carbon footprint in kg CO2e per declared unit (per piece, pack, litre, kg, square metre, passenger kilometre, room night, service transaction and so on), as printed on the label. Footprints printed in milligrams, grams or tonnes are converted to kilograms.
  • The footprint covers the whole life cycle, cradle to grave: raw materials, manufacturing, distribution and sale, use and disposal for goods; raw materials, the service itself and disposal for services. This is set by the label regulation.
  • Quantification follows ISO 14067:2018 and the Ministry's supplementary rules. Global warming potentials are on a 100-year horizon, but the IPCC report used is chosen per study and is not published, so the GWP vintage is unverified and the values cannot be restated on another GWP set.
  • Biogenic emissions and removals and land use change are assessed. Capital goods, employee commuting and consumer trips to the shop are left out by rule.
  • The reference year is the year the label was issued, read from the first two digits of the label number.
  • Every value is specific: the verified result of one company for one product or service. Labels are shown as environmental product declarations, although the standard behind them is ISO 14067 rather than EN 15804.

Issue year: the year the carbon label certificate was issued, read off its code (2000 plus the code's first two digits). It stands in for a data year the label does not state.

What we import

  • The list of valid labels pulled on 2026-10-02: 904 labels from 245 companies, one factor and one value each.
  • One factor per label number. A renewed or reduction label (the R prefix) has its own number and therefore its own factor.
  • The label's end date is kept as the publisher's validity window. Labels issued from 2020 to 2026 are present.
  • The company is shown as the supplier, identified by its business administration number where one is given.
  • Goods carry their HS 2022 heading, read from the label number (734 labels). Every label carries an open-climate.ai category.
  • Counting units (piece, bottle, pack, box, set) are served per unit; the product weight printed in some declared units is kept in the name, not used to convert to a per-kilogram value.
  • Not imported: 6 labels whose declared unit names no amount you can buy, such as per parking space per hour, per square metre per hour per person, per rented item per day, or a bare "gram" that gives a pack's contents rather than the declared amount. Expired labels, which the Ministry publishes as a separate download outside the open data platform, are not imported.
  • Names are in traditional Chinese, as published.

Open. The dataset is published under the Open Government Data License, version 1.0, which the platform applies to all of its datasets. It allows use for any purpose, commercial use included, as well as redistribution, modification and combination with other data, on condition that the source is credited in the form the licence prescribes.

Limitations

  • All 904 labels are rated medium quality. MOENV publishes no quality score in the dataset. See how data quality is graded.
  • The per-stage split, the product category rules and the tools a label was built with may appear on the certificate but are not in the dataset, so each label is served as one total.
  • The dataset lists valid labels only. A label that expires leaves the list; check the validity window before use.
  • Factory location is not published, so every label is placed in Taiwan as a whole.
  • Some companies hold several labels with the same name and unit, for example one office paper in six pack variants. The names do not say what tells them apart.
  • Labels for a trade fair or an event carry the year the label was issued, which can differ from the year of the event in the name.
  • One data line service is labelled at 1 kg CO2e per megabyte, far above its sibling labels (milligrams per megabyte). It is served as published.
