Overview

Upphandlingsmyndigheten publishes Miljöspendanalys (environmental spend analysis) so that Swedish public buyers can estimate the climate impact of what they buy from their spend ledgers. The indicators were compiled for the agency by IVL Svenska Miljöinstitutet (IVL Swedish Environmental Research Institute).

The indicators hang on a three-level category tree of 7 areas, 29 groups and 174 categories, from food and medical supplies to construction works, transport and consulting. A CPV code with its own indicator has a specific value; every other CPV code in a category takes the category's default value.

We load version 5, the workbook dated 27 March 2026. Five versions have appeared since 2022; the agency aims to update the indicators at least every four years.

Methodology

How this works
  • Each indicator is a process life-cycle assessment divided by a price: kg CO2e per Swedish krona, excluding VAT. Goods are priced from Swedish customs import and export unit values, services at an hourly rate.
  • The sources are mixed: company sustainability reports, supplier price lists, EPDs, articles, IVL's construction tool and statistics. The publisher says the values are not averages but the values that were available, often from one company or one product. 48 indicators are a company's scope 1 to 3 emissions divided by its turnover.
  • The boundary runs from cradle to the purchaser's gate. Use and end of life are outside, with three exceptions the publisher states: the four fuels include combustion, electricity and district heat cover the energy life cycle, and seven rows are cradle to grave (four medical gases released in use, and three rows the publisher describes that way).
  • Biogenic CO2 is excluded. The publisher does not state which global warming potentials it used, and prints no gas breakdown, so the values are not restated on newer potentials.
  • The economic values were updated to 2022 and 2023 prices. The year of a value is the price year, 2023; the publisher does not print the years of the emission data.

Currency year: 2023, the price base of the spend factors. The years of the emission data behind them are not published.

What we import

  • 267 factors, one value each: 143 specific CPV indicators and 124 category defaults. Every factor is for Sweden.
  • Not imported: 10,391 CPV rows that print no value of their own and take their category's default; 3 zeros for taxes, fees and late-payment charges, which are not purchases; and 2 wood-fuel rows whose value includes biogenic CO2 (the publisher's net-zero alternative appears in its text only).
  • Each factor carries its CPV codes, 6,593 in all: a specific indicator its own code, a default every code it stands in for, so a ledger line coded to any of them finds its value. The UNSPSC codes the workbook prints come with them, 1,830 in all. Every factor also sits in the publisher's category tree and carries an open-climate.ai category.
  • Kept with each value but not served as separate fields: the publisher's references, the CPV code a default was copied from and its notes on each version.
  • Not yet imported: the passenger-transport supplement, the separate keys for electricity, fuels, food and district heat, and the earlier versions.
  • The Swedish names and descriptions come from the workbook. English and French names and descriptions are our translation of them, and every factor has an English usage note written by open-climate.ai.

Restricted. The workbook asks users to cite the source, to write "Med bearbetning av" (processed by) on processed material, and states that the user takes full responsibility for how the values are used. The agency's open data page says its open data is free to use with source and date, and that a processor may not name the agency as the source of processed data; it names no licence, and the workbook is not in the agency's data catalogue. Holding the values for your own footprint and publishing results with attribution are allowed; sharing the values with customers and embedding them in a product need a written grant from the agency, which we do not have yet. Limitations

  • An indicator often rests on one company or one product, so it can sit far from an input-output factor for the same purchase. Against EXIOBASE for Sweden the median ratio is close to 1, but single categories range from about 12 times lower to 26 times higher: the hospital default is about 20 times higher, services drawn from company reports 5 to 15 times lower.
  • The global warming potentials behind the values are not stated.
  • A default stands in for every CPV code of its category without a value of its own. 102 defaults simply repeat one specific indicator of their category.
  • Two rows under one CPV name can carry different values: school desks print one value for wooden desks and another, almost three times higher, for metal-frame desks, told apart only by their description.
  • The food default and the fuel defaults (including peat, natural gas and heating oil) sit only at the top of the open-climate.ai category tree, because their categories mix products.
  • The price year is 2023. For other years, convert with an index rather than applying the value as is.
  • All factors are rated low quality: the publisher prints no uncertainty, and the values are single-source indicators. How quality tiers are set.
  • One edition is loaded.
