Overview

Importers of CBAM goods into the EU declare the emissions embedded in them. When a producer cannot supply actual data, the European Commission's default values apply. They are set per country of origin and per Combined Nomenclature (CN) code in Commission Implementing Regulation (EU) 2025/2621, and mirrored in a workbook by the Directorate-General for Taxation and Customs Union on the CBAM page.

The calculation rules behind them, including the global warming potentials, the goods categories and the system boundary of each category, are in a companion act, Implementing Regulation (EU) 2025/2547.

Methodology

How this works
  • Values are tonnes of CO2e per tonne of good. We serve them as kg CO2e per kg, which is the same number.
  • The boundary is the CBAM embedded-emissions boundary described for each goods category. It is narrower than a cradle-to-gate footprint: inbound transport and the production of upstream fuels are outside it.
  • Each product and origin has a direct factor and a total factor. The total adds the indirect emissions of the electricity consumed; the indirect part is the difference between the two.
  • The gases are those CBAM covers: CO2 always, nitrous oxide for some fertiliser goods and perfluorocarbons for aluminium. Methane is never counted.
  • The published potentials match IPCC AR5 100-year values. The regulation does not name the report, so AR5 is our reading, not the publisher's statement.
  • The base value is the default. The mark-up values for 2026, 2027 and 2028 are kept beside it as published: 10, 20 and 30 % for cement, iron and steel, aluminium and hydrogen, and a flat 1 % for fertilisers.
  • The reference year is 2025, the year the regulation was adopted. The data year behind the values is not published.

What we import

  • The workbook of 2026-02-04, which reproduces Annexes I and IV of Implementing Regulation (EU) 2025/2621.
  • Annex I: default values for 119 countries of origin, plus a value for other countries and territories.
  • Annex IV: the default values for precursors of unknown origin, the highest total across origins.
  • 13,974 factors, each classified by CN 2026 code, HS 2022 code, CBAM sector, goods category and production route.
  • Not imported: Annexes II and III (electricity, under a separate non-commercial licence), the transitional-period values that applied until the end of 2025, the benchmarks file, which is not an emission factor, and rows that print no value of their own and point to another row. Each raw row is kept in our archive.
  • French names are machine translated.

Limitations

  • These are regulatory defaults, conservative by design and meant for compliance. They are not best estimates, and no uncertainty or quality rating is published.
  • The loaded values are superseded. Implementing Regulation (EU) 2026/1740 of 20 July 2026 replaces Annexes I and IV, retroactively from 1 January 2026. The workbook has not been republished yet, so we still serve the 2025/2621 values.
  • A direct factor and a total factor share the same product name and country. Use the total unless you need direct emissions only: across all pairs, the direct value is on average 6.72 % lower, and up to 52.63 % lower.
  • Methane is outside CBAM, so the values are not comparable with a GHG Protocol total.
  • No breakdown by gas is published, so the values cannot be restated in AR6.
  • Hydrogen from Mali is published as zero, which is implausible next to every other origin.
  • CN codes and their descriptions are revised every year.
