MITECO publishes these factors so that Spanish organisations can calculate their carbon footprint and record it in the Registro de Huella de Carbono, the national carbon footprint register. One workbook on miteco.gob.es holds the full history from 2007 to the latest year.

It covers the electricity mix of each Spanish electricity retailer (comercializadora), stationary fuels, vehicles and machinery, and refrigerant leaks. Its best-known part is the per-retailer electricity factor, the basis of market-based Scope 2 reporting in Spain.

Methodology

How this works

Fuels, vehicles and refrigerants are in kg CO2e with IPCC AR6 100-year GWPs, over carbon dioxide, methane and nitrous oxide. Biogenic CO2 is left out, so biomass fuels carry only their methane and nitrous oxide.
Electricity values from 2021 are kg CO2e per kWh on the same basis. Values up to 2020 are published as kg CO2 per kWh, carbon dioxide only.
A retailer's factor depends on the guarantees of origin it redeems. A retailer whose supply is fully covered by renewable guarantees of origin has a factor of 0; that zero is real data.
The national mix without guarantees of origin (Mix sin GdO) is the residual mix and is the default for market-based electricity. The renewable and high-efficiency cogeneration tranches are published beside it.
Fuel energy is on a gross calorific value basis (PCS), as published. MITECO gives a factor of 0.901 to move to net calorific value; that conversion is the user's step.
Every value is placed in Spain as a whole. The reference year is the year of the factor, not the year of the edition.

Data year: the year of the published factor table, not the year the edition was released.

What we import

Edition V6, "Edición 2026", released 2026-05-07, with every year from 2007 to 2025.
730 factors and 4,054 values: 534 electricity factors (the retailers plus the three national tranches), 142 fuel and vehicle factors and 54 refrigerants.
One factor per retailer, fuel, vehicle or refrigerant, with one value per year.
Spelling variants of one retailer's name (accents, case, punctuation) are merged into one factor. Legal forms such as S.A. and S.L. are not stripped, so that two different companies are not merged by mistake.
Not imported: the crops sheet, the split of vehicle emissions by gas, and the helper sheets for GWPs and revisions.
Names are MITECO's own Spanish, with English names beside them.

Licence

How this works

Open. The factors are public sector information under Spanish law (Ley 37/2007 and Real Decreto 1495/2011). MITECO allows their use in part or in full, including commercial use and redistribution, without asking permission, provided the source is cited, the content is not distorted and its update date is kept. Suggested attribution: "Source: MITECO, Factores de emisión, Registro de Huella de Carbono, Edición 2026 (V6). www.miteco.gob.es".

Limitations

Electricity values before 2021 count carbon dioxide only and are not comparable one to one with the CO2e values from 2021.
MITECO restates past years in each edition to match the Spanish national greenhouse gas inventory. A figure for an old year can change between editions.
A retailer's factor reflects the certificates it redeems, not the physical grid. The national mix without guarantees of origin is the default when no retailer is chosen.
Fuel factors per kWh are on gross calorific value. Convert before applying them to energy measured on net calorific value.
The crops sheet, with its regional breakdown, is not loaded yet.
MITECO publishes no uncertainty or data quality rating.
