Overview

Statistics Finland (Tilastokeskus) publishes the fuel classification (polttoaineluokitus) used in Finland's greenhouse gas inventory. Each edition is a workbook listing fuels under six-digit codes, with their net calorific value, CO2 emission factor, oxidation factor and, for blends, the biogenic share. It appears around February; the 2026 file is dated 2026-02-11. The classification is on stat.fi.

The workbook carries Finnish, Swedish and English columns. Each code keeps a "previous fuel code" column, the publisher's own crosswalk to earlier codes.

Methodology

How this works
  • Values are combustion CO2, printed in tonnes per TJ of net calorific value and served in kg CO2 per kWh (net), multiplied by 0.0036.
  • The headline value is fossil CO2. Biogenic CO2 is kept as a component beside it. The publisher's combined column is the exact sum of the two and is not loaded separately.
  • CO2 needs no GWP, so the values are the same under any IPCC assessment report.
  • For blended fuels, the fossil value is per unit of total net energy of the blend, not per unit of its fossil part.
  • The oxidation factor is not applied to the value. The published factor is per TJ burned, and oxidation applies later in the inventory calculation.
  • Only combustion is covered. The publisher excludes life-cycle emissions from the manufacture and transport of fuels.
  • The reference year is the edition year, 2026. The factors themselves are undated and are not measurements of that year.

Publication year: the edition of the fuel classification the value was published in, never a data year.

What we import

  • The 2026 edition: 105 fuel codes, one factor each, of which 58 are served.
  • 47 fuels, mostly biomass, have a fossil value of zero and a biogenic value. The zero is an artefact of the fossil-only basis, not a sign that the fuel emits nothing, so we keep them but do not serve them.
  • Sulphur and hydrogen contain no carbon: their zero is real, and both are served.
  • Not imported: 10 electrofuel placeholders with no values, 6 non-combustion energy carriers such as electricity and steam, 1 fuel with no data available, 1 range printed without a default, and 2 rows that subdivide a class by subsidy status rather than by fuel.
  • Kept with each value but not served as separate fields: the previous fuel code, biogenic shares, range bounds, revision flags and the oxidation factor.
  • Finnish, Swedish and English names come from the workbook. French names are machine translated.

Limitations

  • Direct combustion CO2 only. No methane, nitrous oxide or upstream emissions.
  • Biomass fuels are not served, because their fossil-only value is zero.
  • Finnish natural gas has been traded on gross calorific value since 2020, while the factor is per net kWh. Applying it to invoice kWh overstates emissions by 10.88%.
  • 30 served factors carry an oxidation factor of 0.99 that is not applied, so they sit 1.01x above the national inventory figure.
  • For blends such as motor gasoline (90.4% fossil) and diesel (75.7% fossil), the fossil share is re-estimated every year.
  • Only the 2026 edition is loaded.
