Overview

The Turkish Statistical Institute (TurkStat) compiles Türkiye's national greenhouse gas inventory and submits it to the UN Framework Convention on Climate Change (UNFCCC) every April. The submission is a set of Common Reporting Tables, one workbook per inventory year, that print for each source category the activity, the emissions and the implied emission factor: the emissions divided by the activity. The edition loaded is the 2026 submission (version 1.0, 15 April 2026), which covers 1990 to 2024. Each submission recalculates the whole series, so a year's values can differ from the previous edition.

The UNFCCC terms of use put official texts, data and documents in the public domain: they may be freely downloaded, copied and printed provided no change to the content is introduced and the source is duly acknowledged. Published terms, no named licence; they govern a Party's CRT inventory submission. Tier open on owner decision X2 A (2026-10-12), applied to Türkiye's 2026 submission (turkstat, IMP-0049).

Methodology

How this works
  • An implied emission factor is what the inventory reports divided by what it counts. Where TurkStat uses a country-specific method, the factor reflects it; where it uses the IPCC default, the factor is that default. A row that groups several activities, such as all liquid fuels burnt in industry, is their activity-weighted average.
  • The tables print carbon dioxide, methane and nitrous oxide per unit of activity, as separate gases. We weigh them on the IPCC Sixth Assessment Report 100-year values: 29.8 for fossil methane, 27.0 for methane of biological origin (livestock, manure, rice, waste and biomass burning), 273 for nitrous oxide. The submission itself weighs on the Fifth Assessment Report, so our CO2e can differ slightly from its totals while the per-gas factors are the same.
  • CO2 from burning biomass is kept apart and not counted in the CO2e we serve.
  • Fuel factors are printed per TJ of fuel on the net calorific value and served per kWh (×0.0000036). Other factors keep the inventory's activity: per head of livestock per year, per hectare per year for rice and organic soils, per kg of nitrogen applied, per kg of dry matter burnt, per kg of waste or of product.
  • Where the tables give nitrogen or carbon as the element (kg N2O-N, t CO2-C), we convert to the gas (×44/28, ×44/12), as the tables instruct.
  • The reference year of a value is the inventory year of its workbook.

Inventory year: the year of the national inventory the implied factor comes from (1990-2024), that year's emissions over that year's activity, never a publication year.

What we import

  • 233 factors and 7,287 values, all for Türkiye, 1990 to 2024. A factor whose category starts later, or stops being reported, has values only for the years printed.
  • Energy: 112 fuel combustion factors by sector and fuel class (liquid, solid, gaseous, other fossil fuels and biomass), 3 international bunker factors (aviation and navigation), and 18 fugitive emission factors for coal mining and for oil and natural gas.
  • Industrial processes: 17 factors: cement clinker, lime, glass, ceramics and other uses of carbonates, nitric acid, calcium carbide, carbon black and petrochemicals, steel, sinter and pellets, lead, zinc, lubricants and paraffin wax.
  • Agriculture: 70 factors for enteric fermentation, manure management, rice, managed soils, field burning of crop residues and urea.
  • Waste: 13 factors for landfill, composting, open burning of waste and wastewater treatment.
  • Factors keep the inventory's category names, with the CRT category code as their classification, and are placed in the open-climate.ai category tree.
  • Not imported: land use, land-use change and forestry (Table 4), the product life factors of fluorinated gases (printed as percentages), rows per fluorinated species, carbon contents, memo items and emission totals.

The combustion factors cover the fuel burnt only. Beside 38 of them, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel in the UK Government's 2026 greenhouse gas conversion factors, since no source prints that ratio for Türkiye. The 38 are the gaseous fuel (natural gas) factors of every sector and the named transport and bunker fuels: diesel oil, gas/diesel oil, gasoline, jet kerosene, LPG and residual fuel oil. Every one is rated very low quality. The liquid and solid fuel classes get none, since each mixes several fuels and no one ratio fits the mix; nor do other fossil fuels, the fossil part of waste, whose chain belongs to the waste's first life; nor does biomass. The legs and totals carry the same terms as the inventory's factors. TurkStat's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. The UNFCCC terms of use put official texts, data and documents in the public domain: they "may be freely downloaded, copied and printed provided no change is introduced in the content and the source is duly acknowledged". A national inventory submission is such a document. Using the factors for your own footprint is allowed. Publishing results and combining the factors with other data are allowed with the source named and the published values left unchanged. The terms read as allowing the same for sharing the values with customers and embedding them in a product, but they are published terms, not a named licence, so we record those two uses as unclear until confirmed in writing. Limitations

  • An implied factor is a national average worked back from the inventory, not a measured value. A fuel class that mixes several fuels moves with the mix: the CO2 factor of liquid fuels in energy industries goes from 60.8 to 73.7 tonnes per TJ between 2015 and 2016, and in industry it reaches 89 to 94 because petroleum coke is counted as a liquid fuel.
  • Method changes are not always carried back. Nitrous oxide from natural gas in energy industries is 0.10 kg per TJ until 2002 and 2.8 from 2003, when the method changed. Compare years across such steps with care.
  • TurkStat prints no upstream emissions. The estimated well-to-tank legs we add cover natural gas and the named liquid fuels at very low quality, and are in CO2e on the GWP set of their source (AR5). The liquid and solid fuel classes, other fossil fuels and biomass have none.
  • Coal mining methane treats lignite as sub-bituminous coal, and abandoned mines are not reported, so these factors likely understate the methane of a lignite mine.
  • Landfill factors divide a year's methane by the waste deposited that year. Landfill methane comes from waste deposited over decades, so in a growing waste stream they understate what a tonne landfilled today will emit.
  • The nitrous oxide factor of 3.D.1.e (10 kg N2O-N per kg of nitrogen, in every year) is three orders above the IPCC range: it is what the inventory reports, and we rate it problematic.
  • International bunker factors are real combustion factors, but the inventory reports them as memo items outside the national total.
  • TurkStat's 7,287 values: 4,768 are rated medium quality, national averages rather than values measured at your site; the 2,485 whose unit only means something in its context (per head, per kg of nitrogen, per hectare-year, per kg of dry matter or of treated organic load) are rated very low; the 34 of 3.D.1.e are rated problematic.
  • How quality tiers are set.

Changelog

  • 2026-10-13: 2026 national inventory submission loaded (version 1.0, inventory years 1990 to 2024), with estimated well-to-tank legs and well-to-use totals beside 38 fossil fuel combustion factors.
