Eurostat

Eurostat's direct emission intensities by industry: the greenhouse gases an industry emits itself per euro of its output, for 79 NACE industries in the 27 EU member states, the EU as a whole, Iceland, Norway, Switzerland, Serbia and Türkiye, 1995 to 2024.

Overview

Eurostat, the statistical office of the European Union, compiles air emissions accounts: the emissions of each industry of a country, recorded the way the national accounts record its economy. The dataset loaded, Air emissions intensities by NACE Rev. 2 activity (env_ac_aeint_r2), divides those emissions by the industry's output. The edition loaded is the one whose data were last updated on 7 August 2026.

It answers a production question: how much does this industry emit itself for each euro it produces. It is not a footprint of what the industry sells, and it is never the factor for a purchase.

Methodology

How this works
  • Direct emissions only. A value counts what the industry's own units emit: the fuel they burn, their industrial processes, their livestock and soils. Nothing they buy is inside: no purchased electricity or heat, no supply chain, no imported goods. Emissions from land use, land-use change and forestry are excluded, as Eurostat's metadata states.
  • Residence, not territory. An industry is every unit resident in the country, wherever it operates. Emissions of resident airlines and shipping companies abroad are inside; those of foreign units operating in the country are not.
  • Units. Eurostat prints grams of CO2e per euro of output, at basic prices and in current prices of the same year. Values are served in kg CO2e per euro: the one change we make is dividing by 1,000.
  • CO2e. The total is Eurostat's own. Its metadata gives the weights it applies, methane 28 and nitrous oxide 265, which are the 100-year values of the IPCC Fifth Assessment Report (AR5). The values are not converted to the Sixth Assessment Report, because the fluorinated gases are printed as groups (HFCs, PFCs, and NF3 with SF6) and a group cannot be re-weighted gas by gas.
  • Biomass CO2. Eurostat treats CO2 from burning biomass as a separate substance, outside the total. We checked: the total equals the sum of the other gases. Where Eurostat prints it, biomass CO2 is served beside the total as biogenic CO2.
  • Gases. Each value carries the gases Eurostat prints, all in CO2e: fossil CO2, methane, nitrous oxide, HFCs, PFCs, and NF3 with SF6 as one group. They add up to the total, to the rounding of each printed cell.
  • Reference year. The year the emissions and the output were both measured, 1995 to 2024. The price year of the euro is the same year.

Data year: the year both the industry's emissions and its output were measured in, 1995 to 2024.

What we import

  • One series of the dataset: GHG per euro of output, in current prices. That is 2,496 factors, one per industry and country, and 46,895 yearly values, all served.
  • Industries. 79 codes as Eurostat publishes them: the 21 NACE sections, their divisions or groups of divisions, and two aggregates, all NACE activities and services except transport. Every factor but the two aggregates is classified in NACE Rev. 2 (section and divisions), and every factor sits in the open-climate.ai category tree.
  • Countries. The 27 EU member states, the EU as a whole, Iceland, Norway, Switzerland, Serbia and Türkiye. Eurostat codes Greece EL; it is served as GR. Complete data start in 2008; earlier years cover fewer countries and industries.
  • Names. Each factor's name is Eurostat's own industry label, in English, French and German, followed by "Direct emissions of the industry per euro of output", which we wrote in the same three languages so every name says what the figure measures.
  • Flags. Eurostat's observation flag is kept as each value's source status: 4,664 values imputed by Eurostat, 127 estimated, 43 at a break in the series and 7 both imputed and at a break.
  • Zeros. 742 values are printed 0.00, below 0.005 grams per euro, and 741 of them are served as rounded to zero. Most are households as employers (351) and the imputed rents of owner-occupied dwellings (278): industries that burn almost nothing themselves. The other one, fishing and aquaculture in Hungary in 1995, also prints 19.27 grams of biomass CO2 per euro, so its zero total is rated problematic: a total that leaves biomass CO2 out reads zero for an industry that does burn something.
  • Not imported: the intensities per euro of value added, the chain-linked volume series, the index series, the methane and nitrous oxide series in tonnes (their CO2e twins are loaded), and the 14 air pollutants that are not greenhouse gases, such as nitrogen oxides, sulphur oxides, ammonia and particulate matter.

Open. Eurostat's copyright notice says that "reuse of statistical data, metadata, publications, and other dissemination tools published on this website for commercial or non-commercial purposes is authorised provided the source is acknowledged", under the Commission's reuse decision of 12 December 2011, and that "there is no special procedure or requirement for a written licence". Changes must be indicated. The notice excludes data for countries outside the EU, EFTA and the candidate countries; none of the 33 geographies loaded is among them. You may:

  • use the factors for your own footprint;
  • publish results;
  • share the values with customers;
  • embed them in a product;
  • modify or combine them.

Limitations

  • Never use it to price a purchase. A direct intensity leaves out everything the industry buys, so it runs at about a quarter of a spend footprint: for all industries in 2023, Poland is 0.20 kg CO2e per euro against 0.76 in EXIOBASE, and Ireland 0.06 against 0.24. open-climate.ai never proposes it for a spend line; a footprint library is the answer there.
  • Values are at basic prices. An invoice is at purchasers' prices, which add trade and transport margins and taxes.
  • An industry's value includes its resident units' emissions abroad, so water and air transport can read high for a country with a large fleet that operates mostly outside it.
  • A section or an aggregate is an output-weighted average of its industries, not a sum: the divisions of a section do not add up to it.
  • Eurostat revises earlier years at each release, and its imputed values are replaced as countries report. The latest year is mostly Eurostat's own estimate: 1,497 of the 1,559 values for 2024 are flagged imputed or estimated.
  • The values stay on AR5 and are not converted to AR6.
  • A few printed values sit far from their neighbours, and they are loaded as printed: residential care and social work in Romania reads 37.7 kg CO2e per euro in 2008 and 64.1 in 2009, against 3.5 in 2010 and 0.13 in 2014.
  • All values but one are rated low quality, because Eurostat publishes no quality rating and an industry average per euro is the coarsest kind of factor. The one exception is the problematic zero described under What we import. How quality tiers are set.
