Overview

Japan's Mandatory GHG Accounting and Reporting System requires large emitters to report their emissions with official coefficients. The Ministry of the Environment and the Ministry of Economy, Trade and Industry publish them on policies.env.go.jp: registers of electricity retailers, city gas suppliers and heat suppliers, and a master list of calculation methods and factors.

The supplier registers let a company use the coefficient of the retailer, and of the tariff menu, it actually buys from. The fuel list gives the combustion factor of each fuel.

Methodology

How this works
  • Values are kg CO2 per unit. Only fossil CO2 is counted, so no GWP set applies. Biomass fuels carry no CO2 factor.
  • Each electricity, gas and heat supplier publishes a basic coefficient and an adjusted one that reflects the certificates it holds. The basic coefficient is the default we serve.
  • Supplier coefficients are market-based. A retailer's coefficient is an average over its own customers. Residual menus, what is left after the named menus, are marked as residual.
  • Electricity and heat are counted at generation, the buyer's Scope 2. City gas and fuels are counted at combustion, Scope 1.
  • Years follow the Japanese fiscal year. Electricity menu and residual coefficients are FY2025; whole-company and reference values are FY2024. Gas is FY2025 and heat FY2024. The fuel factors are statutory constants, dated to the list's 2025 edition.
  • Electricity retailers report a capture rate: the share of the electricity they sold whose generation source they could identify. We serve it as the quality rating, where higher is better and anything below 100 calls for caution.

Data year: the Japanese fiscal year the table states, never the filename's. One release carries two -- FY2025 for the named supplier menus, FY2024 for the company-level and reference rows.

What we import

  • The reporting cycle R8 (Reiwa 8): the electricity register in its fourth revision of 2026-08-03, the city gas and heat registers, and the fuel table of the master list.
  • 1,663 factors: 1,472 electricity retail coefficients, 114 city gas, 39 heat, 35 fuels, and the Okinawa grid operator, the national average and the electricity substitute value.
  • Okinawa is placed on its own region: its grid coefficient is 0.707 kg CO2 per kWh against a national average of 0.423.
  • Where the adjusted coefficient is zero and the basic one is not, we serve the zero as a second, certificate-backed value beside the default.
  • Not imported: the adjusted coefficient where both are positive and differ (12 suppliers, kept in our archive), the nine mainland grid operators that report the national average, the non-CO2 half of the master list, and earlier editions.
  • Names are Japanese at source; English names are translated.

Open. The coefficients are published under the Public Data License 1.0 (PDL1.0), which allows commercial use and redistribution, with no ShareAlike, with attribution: "Source: Emission factors by electricity business operator (Ministry of the Environment / Ministry of Economy, Trade and Industry), PDL1.0."

PDL1.0 also asks that edited data say it was edited, and by whom. The values served here are restructured by open-climate.ai, and must not be presented as the ministries' unmodified output.

Limitations

  • 507 values are zero, mostly menus supplied entirely from non-fossil sources. A matched line on such a menu reports no emissions.
  • For 27 electricity rows the publisher rejected the computed coefficient as abnormal and substituted another value. That mark is not yet shown here.
  • A dash in place of the capture rate means the rate could not be computed and the publisher applied a substitute value. It is the worst case, not missing information: treat those rows with more caution than their rating suggests.
  • Mainland grid operators, whose coefficient applies to last-resort and remote island supply, report the national average and are not listed here by name. Use the national average for that supply.
  • Only the R8 cycle is loaded. The ministries update the registers during the year.
