Overview

The Ministry of Environment's Climate Change Administration keeps a database of carbon footprint coefficients (碳足跡排放係數) that companies may use as secondary data when they quantify a product's footprint under ISO 14067. The coefficients are built by the Ministry, by other government bodies and by companies, reviewed by the Ministry, and published with the year they were announced.

MOENV publishes the coefficients as dataset CFP_P_02 on its open data platform, data.moenv.gov.tw. Each coefficient also has a detail page on the programme's site, cfp.moenv.gov.tw.

Methodology

How this works
  • Each value is in kg CO2e per unit (per kg, litre, kWh, piece, tonne kilometre, passenger kilometre, square metre and so on), as published.
  • The Ministry's guideline sets the boundary: goods are counted from cradle to gate, services from cradle to grave. Capital goods are left out by rule.
  • Global warming potentials are chosen per coefficient, and the IPCC report used appears on the detail page only, not in the dataset. The GWP vintage is therefore unverified and the values cannot be restated on another GWP set.
  • Fuels come in two shapes. The "not burned" (未燃燒) coefficient counts the supply chain of the fuel up to the point of use. The "use" (使用) coefficient counts the supply chain plus combustion. Both are served, the first as the upstream leg and the second as a well-to-use total.
  • Volume units are converted at fixed ratios only: per kilolitre (公秉) and per cubic metre (立方公尺) are served per litre (× 0.001). Natural gas burned in a stationary source, 2.643 kg CO2e per m³, is served at 0.002643 kg CO2e per litre. No coefficient is converted from a volume to an energy or a mass.
  • The electricity carbon footprint (電力碳足跡) is the life cycle factor per kWh sold, including generation, network losses and the fuel supply chain. For 2018 to 2022 the Ministry also prints its indirect part (電力間接碳足跡). We serve that part under the total, and add the direct part, the total minus the indirect part (0.4950 kg CO2e per kWh for 2022), as a value computed by open-climate.ai and marked as derived.
  • The reference year is the data year printed in the coefficient's name where there is one, otherwise the year it was announced.
  • A coefficient built by a named company for its own product is served as specific to that company, with the company as supplier (285 factors from 89 builders). The rest, built by the Ministry or other public bodies, are averages.

Mixed: the data year printed in the coefficient's name on 197 rows, else the year the coefficient was announced.

What we import

  • The dataset as of 2026-09-30: 942 factors and 1,166 values, from 1998 to 2025, most of them 2013 to 2020.
  • One factor per coefficient name, unit and builder. When a coefficient is published again for a later data year, the new year is a new value of the same factor. Where one year holds two or three rows with the same name, they are kept side by side as variants.
  • 930 factors are placed in Taiwan, 8 in Korea and 4 in Thailand, where the name says so.
  • Every factor carries an open-climate.ai category.
  • Not imported: 3 rows published as zero (an international exhibition, and the transport legs of an exhibition and a conference). The fields shown only on the detail pages (boundary, GWP source, quality grade, inventory period, English name and sources) are not in the open dataset and are not imported, because the programme's website states its own terms for them.
  • Names are in traditional Chinese, as published.

Open. The dataset is published under the Open Government Data License, version 1.0, which the platform applies to all of its datasets. It allows use for any purpose, commercial use included, as well as redistribution, modification and combination with other data, on condition that the source is credited in the form the licence prescribes. The licence covers the open dataset only: the detail pages on cfp.moenv.gov.tw carry an all-rights-reserved notice, so we have not taken anything from them.

Limitations

  • 1,151 values are rated medium quality and the 12 foreign rows (1998 to 2008) low. Three values are withheld because they read as the footprint of a whole pack or batch printed against a per-mass unit, which makes them many times too high (a liquid sugar sold by 20 tonnes, a raw sugar sold by 25 kg and a sesame oil). We have not corrected them. See how data quality is graded.
  • The Ministry's own quality grade (quality or reference grade) is not in the dataset, so it is not shown.
  • A few coefficients are published under the same name by two builders, for example a recycled plastic pellet by the Ministry and by a recycling company. Both are served, each with its builder.
  • A coefficient renamed by the Ministry becomes a new factor: the dataset carries no identifier.
  • Some intensities are high by nature, such as mercury recovered from spent lamps (1,636 kg CO2e per kg) or integrated circuits.
