Overview

Open CEDA (Comprehensive Environmental Data Archive) estimates the emissions caused by buying goods and services from a sector in a country, per unit of money spent. It is the open release of the CEDA model, published once a year by Watershed on ceda.ai.

It is built for spend-based accounting, mainly Scope 3 purchased goods and services and capital goods, where only the amount paid is known. Sectors follow the US Bureau of Economic Analysis (BEA) 2017 industry classification.

Methodology

How this works
  • Factors are kg CO2e per unit of spend at producer prices. Each one covers the sector's whole supply chain up to the point of purchase.
  • The total is an aggregate: it is not split by gas or into fossil and biogenic CO2.
  • The data year is 2025. The workbook prices sectors in thousands of yen; we store the factor per yen and convert it into the reader's currency, with inflation adjusted to each accounting year from 2015 to 2025.
  • Each edition is a recomputation of the model, not a new point in a time series. A difference between two editions is not a trend.

Data year: the CEDA input-output data year.

What we import

  • The Open CEDA 2025 workbook, sheet GHG_t: 400 sectors for 148 countries and a rest-of-world region.
  • Producer price factors. The ratio between purchaser and producer prices is kept with each value.
  • Sectors carry both the CEDA sector code and the BEA 2017 code.
  • Not imported: the regional averages sheet (a coarser grain by UN subregion), the price index and exchange rate sheets, and the few cells with a zero or negative intensity, which are kept in our archive.
  • French sector names are machine translated.

Copyleft. Open CEDA is published under CC BY-SA 4.0, which allows commercial use and redistribution with attribution: "Open CEDA 2025 by Watershed, CC BY-SA 4.0."

ShareAlike applies: values derived from or blended with Open CEDA must be shared under the same licence. Do not mix them into a result you publish under a more permissive licence.

Limitations

  • A spend-based factor averages a whole sector. A physical or supplier-specific factor is more accurate when available.
  • Only producer prices are served for now. Most purchase ledgers record purchaser prices, which include trade and transport margins, so the two do not match one to one.
  • A US sector classification is applied to every country.
  • Only the 2025 edition is loaded so far.
