Overview

Boverkets klimatdatabas holds the generic climate data for the climate declaration that Sweden requires for new buildings, which covers the construction stage. Boverket publishes it as open data through a keyless JSON interface and as two workbooks, in Swedish and English, on boverket.se. A new edition comes out each January.

  • Construction products: 208 materials and products such as concrete, steel, timber, insulation, glass, boards, membranes and paints.
  • Energy: electricity, district heat and 20 fuels.

The product values are means that IVL Svenska Miljöinstitutet computed for Boverket from environmental product declarations (EPDs) and public generic data for products sold on the Swedish market. We hold edition 02.07.000, published on 2026-01-21.

Terms of use for the open data (dnr 5913/2024): "Genom öppna data kan alla som vill fritt använda innehållet i databasen. Vid användandet av Boverkets generiska klimatdata ska Boverket anges som källa." The grant is to use ("att använda"); clause 3.2 reserves use "på annat sätt" for Boverket's written approval ("skriftliga godkännande"), and nothing is said on passing the data on, altering or combining it. Sharing and embedding stay unclear until Boverket confirms in writing (IMP-0053 D2).

Methodology

How this works
  • Values are kilograms of CO2e per kg (most products), per m² (5 products) or per kWh (energy). Fuel values printed per MJ are restated per kWh. Boverket does not say whether they use the lower or the higher heating value; we read them as lower heating value and record that the basis is ours.
  • Products follow the EN 15804 life cycle modules: A1-A3 product stage, A4 transport to the site, and A5 construction waste (Boverket's A5.1, the product wasted on site, together with its transport). The A5 value covers no installation energy, ancillary material or packaging.
  • The product stage is printed twice. The typical value is the average and is served by default. The conservative value is set about 25 % higher (1.25 times the typical value) to encourage product-specific data. It sits on the same factor as a second value marked scenario: conservative. A Swedish climate declaration that uses generic data takes the conservative value, and Boverket prints the construction waste on that basis only.
  • Each product gets one total of its modules, built by us and checked to equal the sum of its parts (208 totals). The total adds the typical product stage, transport and the conservative-basis waste share.
  • The served number is GWP-GHG: fossil and other greenhouse gases, with the biogenic carbon stored in the product left out.
  • Characterisation is IPCC AR4, as Boverket's indicator code (GWP-GHG AR4) states on every row.
  • Fuels and district heat include the supply chain of the fuel: extraction, transport, conversion and combustion. Electricity is a Swedish consumption mix over its life cycle, location-based. Energy values are not set conservatively.
  • The reference year is the edition year, 2026, except for three reduction-obligation fuels labelled 2024, which carry 2024.

Edition year: 2026, the year Boverket published the database version; on three reduction-obligation fuels, the year in the product name (2024). No product carries a data year.

What we import

  • 792 factors and 1,000 values, all for Sweden: 230 product-stage and energy factors, 208 transport factors, 146 construction-waste factors and the 208 totals.
  • Product values are generic data; energy values are average data.
  • Every factor has an open-climate.ai category and keeps Boverket's own category. The one reused product names no material and sits on the broad materials category.
  • Names are Boverket's own, in Swedish and English. Descriptions, applicability and included processes are in Swedish and English. Usage definitions are generated.
  • No supplier is named: these are national generic values.
  • No monetary factors and no data-quality score: Boverket publishes neither.
  • Not imported as values: the conservative energy values, equal to the typical ones, and 62 construction-waste values printed as 0. Transport distances, conversion factors, the waste factor, biogenic carbon content and service life are kept with the source record but not served.

Open, on our own reading of Boverket's terms of use for its open climate data (dnr 5913/2024, adapted from the Swedish API licence). The terms say "Genom öppna data kan alla som vill fritt använda innehållet i databasen" (through open data anyone may freely use the content of the database) and that Boverket must be named as the source. They grant a non-exclusive licence to use the data. Clause 3.2 says that any other use needs Boverket's written approval before it starts. Using the factors for your own footprint and publishing results are allowed, with Boverket named. Sharing the values with customers, embedding them in a product and modifying or combining them are not explicitly granted: confirm with Boverket (registraturen@boverket.se) before you do. The data come without warranty, at your own risk (clause 4.2). Attribution: "Källa: Boverket, Boverkets klimatdatabas version 02.07.000". Last verified 2026-10-13.

boverket-klimatdatabas-terms

Genom öppna data kan alla som vill fritt använda innehållet i databasen. Vid användandet av Boverkets generiska klimatdata ska Boverket anges som källa.

Limitations

  • Almost every value is rated medium quality. The reused product, printed as 0, and its total are rated very low. How quality tiers are set.
  • The conservative value is a regulatory mark-up, not a measured product variant.
  • Values cannot be restated in AR6, because no breakdown by gas is published.
  • The electricity data date from 2015 to 2017 and the district heat data from 2020, in a 2026 edition.
  • The district heat boundary is our reading: the row does not state it.
  • Three energy rows carry no description.
  • Boverket's conversions between mass, area, volume and energy are kept but not yet served as unit conversions.
