CoM - European Commission, Joint Research Centre (Covenant of Mayors)

Default emission factors of the Covenant of Mayors, the European Commission's initiative for local climate action, prepared by the Joint Research Centre: per kWh factors for the fuels and renewable energy a municipality uses, and yearly national electricity factors for 55 countries in Europe, the Mediterranean and Central Asia from 1990.

Overview

The Covenant of Mayors for Climate and Energy asks each signatory municipality to build a baseline emission inventory and a Sustainable Energy and Climate Action Plan (SECAP). The European Commission's Joint Research Centre (JRC) publishes the default emission factors a municipality may use for it, with the methodology report JRC136272 (EUR 31825 EN). They come as two datasets: emission factors for local energy use (DOI 10.2905/JRC.70BBR68) and national emission factors for electricity consumption (DOI 10.2905/JRC.4800KC0).

The 2024 edition, released 2024-01-17, is one workbook per dataset in the JRC open data directory. The catalogue records state a two-year cadence.

Methodology

How this works
  • Each factor is published twice: as CO2 and as GHG emissions, the sum of CO2, methane and nitrous oxide in CO2 equivalent with the AR6 100-year GWP values. We serve both, as AR6 without conversion.
  • Values are printed in tonnes per MWh. One tonne per MWh is one kg per kWh, so we serve them per kWh unchanged: natural gas, 0.20196 t CO2 per MWh, is 0.20196 kg CO2 per kWh.
  • Local energy: the IPCC 2006 default emission factors for stationary combustion, on net calorific value, for 12 non-renewable fuels and 16 renewable sources, and three local renewable electricity sources (wind, hydro and photovoltaics) at zero. The factors cover combustion only.
  • Biomass and biofuels are published twice. Sustainably sourced (the publisher's "carbon neutral") counts the biogenic CO2 as zero and keeps the methane and nitrous oxide. Not sustainably sourced counts the biogenic CO2 too: we serve that CO2 as biogenic CO2 beside the total, so wood at 0.4100 kg CO2e per kWh shows the 0.4032 that is biogenic.
  • National electricity: the emissions of the plants that generate electricity, divided by the electricity consumed in the country. The EU block (27 member states, Iceland, Norway and the United Kingdom) uses the Eurostat energy balances (April 2023 edition) and adjusts for trade: generation plus imports minus exports. The Other block (Western Balkans and Türkiye, CoM East, Mediterranean partner countries, Switzerland, the United Kingdom again, and five Central Asian countries) uses the IEA World Energy Balances (2022 edition) with no trade adjustment.
  • The electricity factors are direct emissions at the plant: no grid losses and no upstream fuel chain.
  • Electricity values carry their data year as reference year: 1990 to 2021 in the EU block (2019 for the United Kingdom), 1990 to 2020 in the Other block. The local energy factors are defaults with no data year and carry the edition year, 2024.
  • The publisher has no data-quality scheme and publishes no uncertainty.

Edition year 2024 on the local-energy factors (the IPCC defaults behind them carry no data year); data year on the national electricity factors (1990-2021 in the EU, 1990-2020 elsewhere).

What we import

  • 87 factors and 1,770 values.
  • Local energy: 31 factors, one value each: 12 non-renewable fuels, 16 renewable sources (seven biomass and biofuel sources in both variants, solar thermal and geothermal) and three renewable electricity sources. They carry no country.
  • National electricity: 56 factors and 1,739 yearly values, 30 in the EU block (958 values) and 26 in the Other block (781 values). Greece, published as EL, is served as GR; the United Kingdom, published as UK, is served as GB.
  • Factors are classified in the publisher's SECAP energy tree (scheme com_secap_category) and by country group (scheme com_country_group), and each carries an open-climate.ai category, such as grid electricity, gaseous fossil fuel or biofuel.
  • Names are the publisher's English, and some have German and French machine translations. Every factor has an English usage note written by open-climate.ai.
  • Not imported: the 27 cells printed as a dash, which the publisher leaves unpublished (Montenegro 15, Kosovo 10, the United Kingdom's EU block 2020 and 2021), never served as zero; the life-cycle approach published beside each factor, because its values are computed with a commercial life-cycle inventory database whose terms do not allow us to redistribute them; and a 2026 file in the publication directory, which is a different quantity and is on neither catalogue record.

CoM prints the generation leg only. Beside each national electricity factor, open-climate.ai adds three legs CoM never printed, each as its own factor marked as an estimate: grid losses, the fuel chain (extracting, refining and transporting the fuel the plants burn) and the fuel chain of the losses, 168 legs in all. They are computed by a stated rule from CoM's value, the loss shares of Eurostat, DUKES (Great Britain), SFOE (Switzerland) and the US EIA (the other countries), Ember's generation mix and the UK government's well-to-tank factors. Two sums are served beside them, 112 in all: the grid losses with their fuel chain, and the delivered total, each factor with its three legs. The legs and totals are rated low quality, except the two fuel-chain legs of Albania and Iceland and the totals that include them, rated very low: those grids generate from no fossil fuel, so the estimate borrows Europe's generation mix. The fuel-chain legs are in CO2e on the GWP set of their source (AR5), so the totals mix AR6 and AR5. The local renewable electricity rows and the local fuels get no legs. How the legs are estimated.

Limitations

  • Every published value is graded high: the publisher rates nothing, and the values are an official methodology built on IPCC defaults and national energy statistics. The estimated legs are graded low, or very low for the fuel-chain legs of Albania and Iceland. See how data quality is graded.
  • Direct emissions only. Without the legs, an electricity factor leaves out grid losses and the fuel chain, and a local fuel factor leaves out the fuel chain, for which we estimate nothing.
  • The United Kingdom appears in both blocks with different numbers, 0.8078 and 0.7996 kg CO2 per kWh in 1990: Eurostat with trade against the IEA without. Both are served as GB, each on its own block.
  • 41 values exceed 1.5 kg CO2 per kWh, up to 2.11 (Bosnia and Herzegovina, 1993): Turkmenistan 16 (1994 to 2012), Kosovo 10, Estonia 9 (1993 to 2001), Bosnia and Herzegovina 3, Malta 2 and Lebanon 1. These are the publisher's numbers. In the Other block, the emissions of all national generation are divided by national consumption without trade, so a net exporter reads higher than the electricity it consumes.
  • In some Other-block grids the GHG value is far above the CO2 value: Tajikistan in 2010 reads 0.0008 kg CO2 and 0.0063 kg CO2e per kWh, on an almost all-hydro grid, and Turkmenistan's ratio is 1.26 in every year. These are the publisher's numbers.
  • Albania's grid is almost entirely hydro, and the publisher prints zero for 2008 and for 2012 to 2020. The zeros are served as zero. In those years its estimated fuel-chain leg, about 0.0025 to 0.0030 kg CO2e per kWh, is not zero, because it borrows Europe's mix.
  • Heating oil and diesel are two factors with the same value: both are the IPCC default for gas and diesel oil.
  • The local energy factors carry no country: they are IPCC defaults, valid wherever the fuel matches.
  • Only the 2024 edition is loaded.

Changelog

  • 2026-10-13: 2024 edition loaded, activity-based (IPCC) approach, with estimated grid-loss and fuel-chain legs beside each national electricity factor.
