Overview

Manatū mō te Taiao, the Ministry for the Environment, publishes Te Rārangi Ine Tukunga, the Measuring Emissions Catalogue, with a guide for organisations measuring and reporting their emissions. Both are on measuringemissionsguide.environment.govt.nz, with release notes for each edition.

The catalogue covers travel, freight transport, refrigerants and medical gases, agriculture, forestry and land use, fuels, purchased electricity, materials and waste, and water supply and wastewater. Travel and freight make up about two thirds of it. Some blocks come from third parties the Ministry names, among them DESNZ for air travel and sea freight, the Cornell Hotel Sustainability Benchmarking Index for hotel stays, Air New Zealand and KiwiRail.

Methodology

How this works
  • Totals are kg CO2e with IPCC AR5 100-year GWPs (methane 28, nitrous oxide 265).
  • The total counts fossil CO2, methane and nitrous oxide. Where biogenic CO2 is published, it sits outside the total.
  • Fuel energy is on a gross calorific value basis, as the guide states.
  • Purchased electricity is location-based, from the New Zealand grid. Transmission and distribution losses are a separate factor. No market-based factor is published.
  • Electric and hydrogen vehicle factors include the generation of the electricity or hydrogen and its delivery, labelled well to use.
  • Air travel factors come with and without radiative forcing; with radiative forcing is the default.
  • The reference year is 2024 for most factors. Electricity factors carry their own year, and quarterly values their quarter.
  • Taxi factors per New Zealand dollar are 2024 prices, adjusted for inflation to each accounting year from 2015 to 2025.

Mixed: the edition's data year on the 853 factors that state none of their own, and the year read off the label on the 42 electricity factors (2010-2025).

What we import

  • The 2026-v2 release of 2026-05-29, from its long and wide CSV files: 871 factors and 895 values.
  • Every published row. A kWh restatement of a GJ row becomes one factor, and a medical gas printed in two sections is loaded once.
  • Factors expressed per head of livestock, per hectare of forest, per person, per employee day or per kg of nitrogen are kept on those bases.
  • Hotel stay factors are placed in their country; the one published for the Caribbean stays a regional group.
  • Forest growth removals keep their negative net value, and the few published zeros are served as zeros.
  • English names are the Ministry's own; French names are machine translated.

The Ministry prints electricity generation and, for its annual factors, a loss leg, but no fuel chain. Beside each of the 28 electricity generation factors, open-climate.ai adds the legs the Ministry never printed, each as its own factor marked as an estimate: the fuel chain (extracting, refining and transporting the fuel the plants burn), the fuel chain of the losses and, where the Ministry prints no loss leg, grid losses at the Ministry's own loss share, plus a delivered total. A loss leg the Ministry prints is always kept. The fuel chain comes from Ember's New Zealand generation mix. The added loss legs are rated medium quality, the fuel-chain legs and the totals low. Open. The Ministry publishes the catalogue under CC BY 4.0, which allows commercial use and redistribution with attribution: "Contains data from the Ministry for the Environment (New Zealand), Measuring Emissions Catalogue 2026 v2, licensed under CC BY 4.0."

The statement sits on the Ministry's main website, linked from the catalogue footer, and excludes third-party material identified as such. The hotel stay factors derive from the Cornell Hotel Sustainability Benchmarking Index, whose own terms we have not reviewed: name Cornell as a source, and check those terms before redistributing that block on its own.

Limitations

  • The factors describe New Zealand: its grid, fuels, fleet and farming.
  • 42 electricity factors share one name across annual values from 2010 and quarterly values. In 2025 the annual value and the first quarter differ by 47%, so check the year and period.
  • 61 agriculture, forestry and land use factors have no stated boundary, so a boundary filter does not find them.
  • Forest removals are negative net values. Never add them to gross emissions.
  • Where an uncertainty is stated, the median is 21.8% and the largest 146%.
  • Only the 2026-v2 release is loaded. The Ministry revises most values from one edition to the next.
