Overview

The Factor de Emisión del Sistema Eléctrico Nacional (FESEN) is the grid factor companies use when they report to Mexico's Registro Nacional de Emisiones (RENE). It is not a database: each year's factor is a one-page regulatory notice (aviso), issued over time by the energy regulator CRE or by SEMARNAT, Mexico's environment ministry, and listed on gob.mx.

The set is one factor for the national grid, with one value per year for 2014 and 2017 to 2024. The latest year, 2024, is the value served by default.

Methodology

How this works

Values are printed in tonnes per MWh, which is the same number in kg per kWh: 0.454 for 2014, 0.582 for 2017, 0.527 for 2018, 0.505 for 2019, 0.494 for 2020, 0.423 for 2021, 0.435 for 2022, 0.438 for 2023 and 0.444 for 2024.
The 2014 and 2017 values are CO2 only. From 2018 the values are CO2e.
The avisos name no GWP vintage. We read the 2018 to 2024 values as IPCC AR5 (CH4 28, N2O 265), the values fixed for the register by the acuerdo published in the Diario Oficial de la Federación on 2015-08-14. No gas breakdown is published, so these values cannot be restated in AR6.
The factor is location-based: an average over the national grid. Mexico publishes no residual mix.
The avisos scope the factor to the generation of the power plants that deliver energy to the national grid, and say nothing else about its boundary. No FESEN methodology document exists: grid losses, the upstream fuel cycle and the denominator are all unstated.
Biogenic CO2 is not reported separately.
The year of a value is the year the factor describes, not the date of the aviso.

Data year: the year the aviso's factor is for, never the date the aviso was issued -- the 2014 factor was issued in October 2015.

What we import

The avisos for 2014 and 2017 to 2024: one factor, nine values, each number read from the aviso as printed.
The description is the aviso's own Spanish text. The English name is ours; the other English and French texts are machine translated.
Not imported: the 2026 notice telling reporters to reuse the 2024 factor while the 2025 factor is still being computed. We keep it in our archive and do not turn it into a 2025 value.

The FESEN is generation only. Beside it, open-climate.ai adds the fuel chain SEMARNAT never printed (extracting, refining and transporting the fuel the plants burn), as its own factor marked as an estimate, computed by a stated rule from the FESEN value and Ember's Mexican generation mix, and rated low quality. No loss leg is added: the only Mexican loss statistic, from the energy ministry SENER, is published under non-commercial terms, which our licence rule does not accept. So there is no fuel chain of the losses and no delivered total either. How the legs are estimated.

Limitations

The factor applies where the electricity distributor is the Comisión Federal de Electricidad (CFE). Where another supplier delivers the electricity, that supplier's own factor governs (Acuerdo DOF 2015-09-03, Anexo numeral 3).
Do not read a trend across 2014, which predates the register, or across 2017 to 2018, where the switch from CO2 to CO2e moved the value down 9.5%. Both are method changes.
The 2017 aviso is undated and unsigned, the weakest document in the set.
No 2015 value is loaded yet, although SEMARNAT published one. No 2016 factor was ever computed: reporters were told to reuse the 2015 factor once.
No 2025 value exists yet.
No loss leg is added, so a consumption figure still needs your own loss adjustment.
