Overview

Statistics Norway compiles the Norwegian emissions to air statistic, published on its emissions to air page. With each edition it publishes a PDF of the emission factors the statistic uses. The edition loaded is statistical year 2024. Its PDF was created on 3 November 2025.

The PDF covers five groups of sources:

  • Stationary combustion, by technology: direct-fired furnaces, gas turbines, boilers, flares, small stoves and fireplaces.
  • Aviation, by aircraft type and flight phase: jets and turboprops, helicopters and small aircraft, each below 1,000 metres and at cruise.
  • Road traffic, by vehicle class: passenger cars, other light duty vehicles, heavy duty vehicles, mopeds and motorcycles.
  • Navigation.
  • Other mobile sources: railways, snow scooters, small boats and motorized equipment.

The fuels are Statistics Norway's own fuel codes, from coal and coke through petroleum products and gases to wood, black liquor and waste.

Statistics Norway also publishes direct emission intensities by industry in StatBank table 09298. That stream is not loaded yet: it measures a different thing, an industry's own emissions per unit of its output. It needs its own boundary before it can sit beside life-cycle factors.

Methodology

How this works
  • Units. The PDF prints CO2 in tonnes per tonne of fuel, and methane and nitrous oxide in kg per tonne. Values are served per kg of fuel burned, and only per kg. The PDF prints no calorific value, so each value also records the heating value Statistics Norway's own energy balance uses for that fuel: see the conversion at the end of this section.
  • CO2e. The PDF prints no CO2e, so open-climate.ai computes it from the 100-year values of the IPCC Sixth Assessment Report:
  • fossil CO2;
  • plus methane times 29.8, or 27.0 on a biofuel;
  • plus nitrous oxide times 273.
  • Biofuel CO2. Footnote 10 of the PDF says that CO2 from biofuels is set to 0 in the emissions to air statistic and included in international reports. Biogenic CO2 is therefore kept out of the CO2e. Where Table 1 prints a biofuel's own CO2 (bio ethanol, bio diesel, bio jet kerosene and biodiesel), it is carried as its own gas. The other biofuels leave it empty rather than zero, because the PDF prints none. Every biofuel factor carries footnote 10 as its description.
  • One CO2 for every year. Table 1 prints one CO2 factor per fuel, for statistical year 2024, and does not mark any of them as changing over time. The road and aviation series therefore carry the 2024 CO2 back to 1990 and 2010, and only their methane and nitrous oxide change from year to year. Each value records the year its CO2 was printed for.
  • Sources of the figures. CO2 comes from Table 1 for every factor. Methane and nitrous oxide come from the table of the source group. Each value keeps the source line its tables print. For example, the road traffic tables are results of Statistics Norway's use of the HBEFA 4.2 model.
  • Reference year. The reference year of a value is the statistical year it applies to.
  • Road traffic and aviation print a series back to 1990 and 2010.
  • A factor printed for a period loads at the last year of that period.
  • Most other sources print one value, for 2024.
  • Boilers burning coal or coke. Table 24 prints the same methane for boilers as for small stoves: 8.43 kg per tonne of coal and 8.55 kg per tonne of coke, the IPCC defaults for homes. That is about 300 times the direct-fired furnace value for coal, and about 30 times for coke. The values are loaded as printed, and both factors say so in their notes.
  • Railway diesel. The nitrous oxide of railway diesel is 1.2 kg per tonne, the IPCC default for railways. It puts the CO2e about 9 to 12% above the railway factors of the Danish and Swedish inventories. The value is loaded as printed.
  • How the figures were read. The PDF's text layer is not safe to read by machine: footnote marks fuse onto the numbers, and two cells use a decimal comma. The figures were therefore transcribed table by table and checked against page images.

Converting to kWh. Statistics Norway prints its combustion factors per kg of fuel. To set one beside a factor per kWh, use the heating values Statistics Norway itself converts fuels with in its energy balance statistic, in "Om statistikken", section "Omregningsfaktorer", Table 2 "Energiinnhold". The page states that the energy balance measures net energy content, so the result is per kWh of net (lower) heating value. A GJ per tonne is a MJ per kg, and a kWh is 3.6 MJ:

kg CO2e per kWh = kg CO2e per kg ÷ (GJ per tonne ÷ 3.6)

For example, coal burned in boilers in 2024 is 2.7827 kg CO2e per kg. Table 2 prints 28.1 GJ per tonne for coal, lignite and coal coke, which is 7.806 kWh per kg. So 2.7827 ÷ 7.806 = 0.3565 kg CO2e per kWh, or 99.0 kg per GJ.

Each value records the heating value it reads: the product, the printed figure, the net basis and the source page. The factors are still served per kg only: search, the API and the exports return the value per kg, so the division is yours to make with the list below. Statistics Norway revises its energy balance as a whole time series, so one figure applies to every year.

  • Coal: Kull, brunkull og kullkoks, 28.1 GJ per tonne, 7.806 kWh per kg.
  • Coke: Koks, 28.5 GJ per tonne, 7.917 kWh per kg.
  • Petrol coke: Petrolkoks og petrolkoksprodukter, 35.0 GJ per tonne, 9.722 kWh per kg.
  • Charcoal: Trekull, 29.5 GJ per tonne, 8.194 kWh per kg.
  • Motor gasoline, aviation gasoline: Bensin, 43.9 GJ per tonne, 12.194 kWh per kg.
  • Kerosene (heating), jet kerosene: Parafiner, 43.1 GJ per tonne, 11.972 kWh per kg.
  • Auto diesel: Diesel, eksl. bioandel, 43.1 GJ per tonne, 11.972 kWh per kg.
  • Marine gas oil/diesel: Marine gassoljer, 43.1 GJ per tonne, 11.972 kWh per kg.

Aviation gasoline and jet kerosene read the product group Table 2 prints (petrol, kerosenes). Fifteen values of eight fuels get no conversion, because Table 2 gives no single figure for them:

  • A range. Wood waste (other solid biofuels, 15.9 to 21.5), black liquor (7.2 to 9.2) and special waste (hazardous waste, 11.5 to 40.6) vary by year or by plant.
  • No matching product. Bio marine gas oil, biofuel oil and CO gas are not named. "Other liquid biofuel" (37.0) is a residual class, not these fuels.
  • Unclear match. Landfill gas: Table 2's biogas figure is per tonne of methane. Municipal waste: the Norwegian page prints 11.5 for "other ordinary waste" and the English page 10.5 for "garbage/waste".

What we import

  • Stream A, statistical year 2024: 104 factors and 766 values, all served.
  • By source group: 49 stationary, 18 aviation, 17 road, 15 other mobile and 5 navigation.
  • All are for Norway.
  • Road traffic carries 541 of the values, as a yearly series from 1990.
  • Natural gas is held back. Table 1 prints three CO2 figures for natural gas against two labels, dry gas and rich gas, so it is not clear which figure applies. Its 5 factors (20 values) wait for an answer from Statistics Norway.
  • 83 printed cells are not loaded, for these reasons:
  • 35 sector exception cells whose sector codes the PDF does not define;
  • 20 values for diesel cars and light duty vehicles in 1990 to 1994, where nitrous oxide is printed as a dash;
  • 3 incomplete gas pairs;
  • 3 cells for the fossil part of FAME, which print no CO2;
  • 2 heavy duty vehicle gas cells whose unit is not stated;
  • the 20 natural gas values above.
  • Names. Factor names are the fuel and the source as printed in English, for example "Auto diesel - Passenger car". The fuel code and the source code are kept as the publisher's own classifications. Every factor also has a German and a French name, machine translated. No Norwegian name is loaded, because the PDF prints its tables in English only.
  • Categories. Factors are placed in the open-climate.ai category tree under fuels: 45 liquid fossil, 39 biofuels, 9 solid fossil, 8 gaseous fossil and 3 waste-derived fuels.
  • Not imported: the air pollutants the PDF also prints, such as SO2, NOx, NMVOC, CO, NH3, particulate matter, heavy metals, PAH and dioxins.

The PDF prints combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel, taken from the UK Government's 2026 greenhouse gas conversion factors, since no Norwegian source prints both. Every leg is rated very low quality. Biofuels get no leg: the combustion value leaves out their biogenic CO2, so a multiple of it means nothing. Nor do waste-derived fuels and by-product gases such as CO gas and cracker fuel gas, whose chain belongs to the waste's first life or to the main product, and fuels for which no source prints both a combustion and a well-to-tank figure, such as coke. Statistics Norway's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. Statistics Norway publishes its statistics under the Creative Commons Attribution 4.0 licence (CC BY 4.0). Its licence page says so, and so does the terms page of its APIs. You may:

  • use the factors for your own footprint;
  • publish results;
  • share the values with customers;
  • embed them in a product;
  • modify or combine them.

Each of these needs attribution, and published changes must be stated. The road factors are Statistics Norway's own results from the HBEFA model, so no other licence applies to them.

Limitations

  • These are national average factors for the Norwegian inventory. A plant or fleet that measures its own fuel and emissions has better numbers.
  • Statistics Norway prints no upstream emissions. The estimated well-to-tank legs we add cover most fossil fuels at very low quality, and are in CO2e on the GWP set of the UK factors (AR5).
  • Values are per kg of fuel. A fuel bought by energy needs Statistics Norway's heating value (see Methodology); open-climate.ai records it beside each value but does not serve a per-kWh factor. A fuel bought by volume needs a density, which is not recorded.
  • Natural gas is not loaded until Statistics Norway says which of its three printed CO2 figures applies.
  • Table 8 and Tables 9 and 10 disagree on 9 of 38 road cells for 2024. Table 8 is the one loaded.
  • The next edition is expected to restate the road factors on HBEFA 5.1, so road values will move.
  • All 766 values are rated medium quality: inventory factors averaged per fuel and source, with a CO2e computed by open-climate.ai rather than printed. How quality tiers are set.
