Overview

The Umweltbundesamt publishes two sets of factors for Austria, both as PDF tables on umweltbundesamt.at. The energy report, "Harmonisierte österreichische direkte und vorgelagerte THG-Emissionsfaktoren für relevante Energieträger & Technologien" (Reports, Band 0989, Datenstand 2025), covers space heating, electricity and mobility fuels. The transport tables, "Emissionskennzahlen Verkehrsmittel" (updated May 2026, data basis 2024), cover road, rail and air transport.

The energy report is catalogued on Austria's open data portal; a new edition arrives roughly once a year. The transport tables have no archive: the publisher overwrites them in place.

Methodology

How this works
  • Values are CO2e, printed in grams and served in kg. The publisher does not name a GWP set, but the values reproduce the IPCC AR5 100-year factors. No per-gas split is published, so no AR6 version can be derived.
  • Biogenic CO2 is excluded. Methane and nitrous oxide from biomass are included.
  • Energy factors are per kWh, in three legs: direct, upstream and the published total. Upstream includes plant construction, operation and maintenance for heat and electricity, but only well-to-tank for mobility fuels.
  • The Austrian electricity factor is a consumption mix, location-based, including 6.9% net imports and 6% grid losses. Seven technology rows sit beside it.
  • Natural gas appears on both net and gross calorific value, about 10% apart.
  • Transport factors are per vehicle-km, passenger-km or tonne-km, in three legs: direct emissions, fuel or electricity supply, and vehicle manufacturing.
  • For aviation, non-CO2 effects are counted by doubling the direct leg. The supply and manufacturing legs are not doubled.
  • The reference year is the data year: 2023 for the energy report, 2024 for the transport tables.

Data year on both tiers: the Datenstand behind the value (2023 for the open energy tier, 2024 for the restricted transport tier), never a publication year.

What we import

  • Energy: 29 energy carriers (14 space heating, 8 electricity, 7 mobility fuels), each with its direct, upstream and total leg, 86 factors. The solar thermal direct leg is printed as a dash and not loaded.
  • Transport: 32 vehicle rows (15 per vehicle-km, 11 per passenger-km, 6 per tonne-km), each with its three legs. The battery-electric car has no tailpipe, so its direct leg is served as zero.
  • The transport tables print no total. We add the three legs into a per-km total for each of the 32 rows and label it as derived.
  • Kept with each transport value but not served as separate fields: NOx and PM10, specific consumption, annual mileage, and occupancy and load factors.
  • Not imported: the methodology input tables, the per-gas memo tables, the vehicle descriptions, cells marked "kD" (no data), and the earlier energy editions.
  • Names are the publisher's German. English and French names are machine translated.

Open. Both sets are published under CC BY 4.0, which allows commercial use and redistribution with attribution. The Umweltbundesamt confirmed the licence for the transport tables on 2026-09-15. Limitations

  • The publisher scopes the factors to energy advisory work and calls them only conditionally usable for corporate reporting.
  • Per vehicle-km, a car and an aircraft share one unit: values span 2,170x. Check the mode before use.
  • For a battery-electric car, manufacturing is 73.3% of the total. The supply leg alone understates it 3.7x.
  • No market-based electricity factor and no conversion to litres, kilograms or cubic metres. A per-passenger-km need cannot be met from a per-vehicle-km factor.
  • The publisher does not permit comparison with earlier transport lists. Between energy editions, the electricity factor fell from 209 to 152 g per kWh (-27%) for methodological reasons.
  • Five published totals differ from the sum of their legs by 1 g, from rounding.
