Overview

The Danish Energy Agency publishes Denmark's official energy statistics every autumn, for the year before. Beside the statistics it publishes two workbooks this library reads: the key figures, which give the CO2 emitted per kWh of electricity and per GJ of district heat for every year since 1990, and the calculation assumptions, which give the CO2 factor of each fuel the statistics count, for every year since 1972. The edition loaded is Energistatistik 2024, published on 11 November 2025. The agency corrected the calculation assumptions in place on 24 February 2026, and the loaded files are that corrected state.

The fuel factors are not the agency's own: they are the factors of Denmark's national emission inventory, compiled by DCE, the Danish Centre for Environment and Energy at Aarhus University, which the agency uses to compute the statistics.

Methodology

How this works
  • Only fossil CO2 is counted: the CO2 of oil products, natural gas, coal and the non-biodegradable share of waste. Biomass counts as zero. Methane and nitrous oxide are not part of these figures, and the workbooks name no GWP set. The CO2e we serve is that CO2 alone.
  • Electricity is printed in grams of CO2 per kWh sold to end users, and district heat in kilograms per GJ of heat consumed. Both denominators are the energy delivered to the consumer, so the losses of the electricity and heat networks are folded in. The CO2 is that of the fuel burnt at Danish power and heating plants; the fuel supply chain is not included.
  • Each year has two values. The actual value is the year's emissions as they happened. The corrected value adjusts for the weather, against degree days of a 20-year climate normal, and for net electricity trade, counting net imports as if Danish fuel-fired plants had produced them and removing net exports. The reference plants changed over time: condensing plants until 2014, then from 2015 the five-year average of thermal plants burning internationally traded fuels such as coal, oil, natural gas and wood pellets. The agency uses it to show trends. The actual value is the default; the corrected value carries a statistical_correction qualifier and is never picked unless you ask for it.
  • From 2022 the statistics split the fuel of combined heat and power plants between electricity and heat by the 125% method; earlier years keep the 200% method. The change moves emissions from one carrier to the other without changing their sum, so both series break between 2021 and 2022.
  • The fuel factors are printed in kilograms of CO2 per GJ of fuel, on the net calorific value, as the statistics state.
  • Values are served per kWh: electricity converted from grams at 0.001, heat and fuels converted from per GJ at 0.0036.
  • The reference year of a value is the year of its column in the workbook.

Data year: the year column of the Danish Energy Agency's statistics workbook (key figures 1990-2024, fuels 1972-2024).

What we import

  • 23 factors and 1,192 values, all for Denmark.
  • Two key-figure factors, grid electricity and district heat, each with an actual and a corrected value for every year from 1990 to 2024: 140 values.
  • 21 fuel factors with a value for every year the workbook prints one, 1972 to 2024: 1,052 values. LNG prints no factor before 2015, and those 43 empty years are not loaded; North Sea natural gas is printed from 1990.
  • Factor names keep the agency's Danish labels (Naturgas, Fuelolie, Anden stenkul), with English names beside them.
  • Factors are placed in the open-climate.ai category tree: electricity from the grid, district heat and steam, and under fuels 4 gaseous fossil, 10 liquid fossil, 5 solid fossil and 2 waste-derived fuels.
  • Not imported: the key-figure rows that are national intensities rather than factors (CO2 per inhabitant, per unit of GDP and per unit of fuel), the rows for other gases and shares, the calorific value and density sheets of the calculation assumptions, and the inventory totals and production volumes the agency publishes in other workbooks.

The fuel factors cover combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. The leg is the published combustion factor times the ratio of well-to-tank to combustion emissions for the same fuel. Natural gas, North Sea gas, LNG and the two hard coals take the EU average of the JEC Well-to-Tank report (version 5, for 2020); the other fossil fuels take the ratio from the UK Government's 2026 greenhouse gas conversion factors. 16 of the 21 fuels get a leg, every one rated very low quality. Waste and waste oil get none, since their chain belongs to the waste's first life, nor do coke, Orimulsion and JP4, for which no source prints both a combustion and a well-to-tank figure. The legs and totals carry the same terms as the agency's factors. The agency's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Open. The publication says it "kan frit refereres med tydelig kildeangivelse" (may be freely quoted with clear attribution). The agency's data policy allows its material to be copied free of charge with the agency named as the source, and forbids changing or distorting its content. Using the factors for your own footprint is allowed. Publishing results and combining the factors with other data are allowed with the source named and the published values left unchanged. The data policy reads as allowing the same for sharing the values with customers and embedding them in a product, but it is published terms, not a named licence, so we record those two uses as unclear until the agency confirms them in writing. Attribution: "Source: Danish Energy Agency (Energistyrelsen), Energistatistik 2024." Last verified 2026-10-12.

Limitations

  • CO2 only. Methane and nitrous oxide from combustion, and every upstream emission, are left out, so these factors understate a full greenhouse gas footprint.
  • The agency prints no upstream emissions. The estimated well-to-tank legs we add cover 16 fossil fuels at very low quality, and are in CO2e on the GWP set of their source (AR4 for the JEC ratios, AR5 for the UK ones). Waste, waste oil, coke, Orimulsion and JP4 have none, and neither do the electricity and heat factors.
  • Biomass counts as zero, and so does the biodegradable share of waste. Since 2022 waste is counted as 42% biodegradable, so the waste factor (46.1 kg per GJ in 2024, against 37 in 1972) is the fossil share's CO2 spread over all the waste burnt, and it moves when that share is revised.
  • The electricity factor is the average of Danish production, per kWh sold. It is a location-based figure and does not reflect imports, green power purchases or a supplier's own mix.
  • The 2021 to 2022 step in both key-figure series is partly the change of allocation method, not a real change in emissions. Compare years across it with care.
  • The 2024 fuel factors were first published as preliminary, ahead of DCE's final national inventory, and the workbook does not say whether the corrected file of 24 February 2026 holds the final values. They may still change. The agency revises its workbooks in place, at the same address, so a later download can print different numbers for the same year.
  • The corrected series is a statistical normalisation for trend reporting. It is not a consumption mix and should not be used for an inventory.
  • Applying a fuel factor to energy billed on a gross calorific basis overstates emissions.
  • The agency's 1,192 values are rated medium quality: national averages per fuel and per carrier, not measured at your plant.
  • How quality tiers are set.

Changelog

  • 2026-10-13: Energistatistik 2024 loaded (key figures 1990 to 2024, fuel factors 1972 to 2024, as corrected on 24 February 2026), with estimated well-to-tank legs and well-to-use totals beside the fossil fuel factors.
