Overview

The national greenhouse gas emission factor database (国家温室气体排放因子数据库) is published by the Ministry of Ecology and Environment of the People's Republic of China (生态环境部, MEE) and operated on its behalf by the National Center for Climate Change Strategy and International Cooperation (NCSC). MEE's 2026 guideline for the power sector names it as the source of emission factors a Chinese reporting entity cites. The electricity block is issued jointly with the National Bureau of Statistics.

We load version 2, announced on 1 March 2026: nine source categories, 104 tables. MEE announces 576 factors for the whole database, counted over two navigation axes; the source-category axis we read holds 509 printed factor cells.

Statute, checked on 4 Oct 2026

MEE's site statement (网站声明) bars only the commercial reproduction of the site's content in its original form (原版原式) without an agreement, and requires the credit 稿件来源:生态环境部 and no distortion of the work's meaning (不得歪曲篡改). A normalised numeric extraction is not a facsimile, and the database's management rules (管理规定 Art. 2) name reference use as its purpose; no clause forbids the import, so sharing, embedding and combining hold on the credit (mee, IMP-0077).

Methodology

How this works
  • One factor per printed row of a table, one gas per factor: each table prints a single gas (CO2, CH4, N2O or a perfluorocarbon) for a fuel, a process, a livestock class or a treatment route. A value is that gas per unit of activity, as printed, in kg.
  • MEE prints single gases only, never a CO2 equivalent. open-climate.ai computes the CO2e with the global warming potentials of the IPCC Sixth Assessment Report (AR6) over 100 years; since each value holds one gas, the computation is exact.
  • Where a fuel's CO2, CH4 and N2O sit in separate tables, each value carries its one gas and says which gases are missing. The CH4 and N2O values printed this way are rated problematic and are not served on their own, since they are a small part of the fuel's footprint.
  • Grid electricity: the national factor (0.5306 kg CO2 per kWh for 2023), the seven regional grids and the 30 provinces are per kWh generated, CO2 only, on the production mix. Transmission and distribution losses and the fuel supply chain are not counted, and the factor says so. Beside each grid factor, open-climate.ai adds factors MEE never printed, each marked as an estimate: the fuel chain, from UK Government conversion factors weighted by Ember's fuel mix for China; the electricity lost in transmission and distribution, from the U.S. EIA loss share for China (the provinces and regional grids take the national share); and the delivered total. Two national variants are kept as separate factors: the factor excluding market-traded non-fossil electricity (0.6096, a residual mix) and the factor for fossil generation alone (0.8273). The residual-mix factor gets the fuel chain only, and a zero for green electricity beside it.
  • Fuel combustion factors are at the installation, on the net calorific value. Biomass fuels print their CO2, which is biogenic: it is kept with the value and counted at zero in the headline; their CH4 and N2O count. Beside 19 fossil fuel CO2 factors, open-climate.ai adds an estimated well-to-tank leg and a well-to-use total, from the ratio of well-to-tank to combustion emissions in the UK Government conversion factors.
  • Carbonisation tables print carbon removed, loaded as removals with a negative value.
  • The grid factors carry the year 2023, from the table header. MEE prints no data year for the other tables, so they carry 2026, the year of the edition.
  • The region is China for every row except the grid factors of the regional grids and provinces. Manure factors given by province group stay on China, with the group in the label.

Mixed: the year in the electricity table header (2023) on the 40 grid factors, the column year (2020-2024) on the 66 CCER grid baseline values, and the edition year 2026 on the 410 others, whose data year MEE does not print.

What we import

  • 450 factors and 450 values from the 509 printed factor cells: 240 per kWh, 103 per head or item, 72 per kg, 23 per kg of nitrogen, 8 per kg of material treated, 3 per hectare per year and 1 per m³ treated.
  • Not imported, each archived with its reason: 10 calorific values, 21 equation parameters given in percent, 21 inputs to Tier 2 calculations, 6 cells printed "/" (buffalo manure in the northern province groups, where it does not occur) and 1 range (0.40 to 0.48).
  • Each factor carries the category, table and row as printed in Chinese, the English label where MEE's own is sound, an English translation by open-climate.ai otherwise, and an open-climate.ai category. Every factor has an English usage note written by open-climate.ai.
  • Kept with each value but not served: the coefficient of variation where MEE prints one, the database cell identifier and every printed cell.

Estimated legs: the grid factors count generation only, so open-climate.ai adds estimated transmission and distribution losses and the upstream fuel chain on the national loss share, for a delivered total. The fossil fuel CO2 factors get an estimated well-to-tank leg from a matching fuel where one exists. Both are labelled estimated and never replace the printed value.

Restricted. MEE's website statement (网站声明) allows its content to be reproduced with the source credited and without distortion, and bars commercial facsimile reproduction. Until MEE confirms the terms for a factor database, the public site lists the factors with their metadata and withholds the values. Limitations

  • Of MEE's announced 576 factors, up to 67 are reached only through the industry navigation axis, which we could not retrieve; they are not loaded yet.
  • The grid factors are per kWh generated; compare them with delivered factors only through the estimated delivered total.
  • MEE prints a coefficient of variation for a few tables only and no quality indicator, so values are rated on the library prior.
  • One edition is loaded; the 2021 and 2022 grid factors and the electricity carbon footprint series are not.

Changelog

  • 2026-10-17: version 2 loaded, 450 factors and 450 values, with the estimated legs and totals beside the grid and fossil fuel factors.
