Overview

The OCCC publishes the guide so that organisations and the public can calculate the greenhouse gas emissions of their activity. It also guides the organisations that build their inventory under the Generalitat's voluntary agreements programme for reducing emissions (Programa d'acords voluntaris), and the OCCC reviews it at least once a year. The guide is a PDF on canviclimatic.gencat.cat, with a companion workbook (Annex 3.2) for road vehicles per kilometre.

It covers stationary fuels and biomass, road, rail, sea and air transport, the Catalan electricity mix and the upstream emissions of each generation technology, municipal and industrial waste, water supply, office goods and teleworking. Its fuel factors are the same as the Spanish ministry's calculator; what it adds is the split of each factor by gas, the methane split between industrial and commercial combustion, road vehicles by speed band, and the factors measured in Catalonia only: urban buses, the Catalan rail operators, waste and water.

Methodology

How this works
  • Factors print carbon dioxide, methane and nitrous oxide separately, the last two in kg CO2e with IPCC AR6 100-year GWPs (27.9 and 273). The CO2e value is their sum.
  • Biogenic CO2 is left out. Biomass fuels carry only their methane and nitrous oxide; the biogenic CO2 the guide prints beside them is kept apart.
  • Some rows print carbon dioxide only (butane and propane bottles, several ship and bus rows, and the road rows of the workbook with no methane or nitrous oxide column). They are marked as CO2 only.
  • Waste, water and office goods print one CO2e total, with no split by gas and no GWP set stated.
  • Natural gas per kWh is on a gross calorific value basis (PCS); every other fuel per kWh is on net calorific value (PCI), as printed.
  • The electricity mix is the Spanish mix without the electricity covered by guarantees of origin, which is a residual mix. A tranche fully covered by renewable guarantees of origin is printed at 0 and is real data.
  • Road vehicles per kilometre come from the workbook by speed band (urban, medium and high speed, plus an any-speed row), by fuel and by Euro standard.
  • Rows measured in Catalonia only (Catalan rail operators, urban buses, waste, water) are placed in Catalonia; the rest in Spain. The reference year is 2025 where the guide computes for 2025, 2020 for waste (the end of its 2017-2020 period) and 2023 for water.

Mixed by stream: the data year 2025 on the streams the 2026 guide computes for 2025; the end year of a borrowed span on waste (ARC 2017-2020, so 2020) and water (ACA 2019-2023, so 2023).

What we import

  • Data year 2025, edition 2026, version 1 of 2026-06-09.
  • 890 factors and 890 values: 265 factors from the guide tables and 625 from the road workbook. The fuel-chain share of solar and of hydro and wind power is printed as 0 and served as 0: these plants burn no fuel, so the zero is true by method.
  • The waste factors keep the waste category (Regulation (EC) 2150/2002, as numbered by the Catalan Waste Agency), the waste management route and the Spanish recovery or disposal code.
  • The five municipal waste fractions are each split into collection and transport, and the recovery or treatment plant, and the two parts sum to the total.
  • Not imported: the refrigerant GWP table (a reprint of IPCC AR6), the fuel price tables, the yearly electricity mix history (the same as the Spanish ministry's), per-bottle butane and propane rows, the per-technology upstream totals (the sum of their two parts, which are imported), the workbook's electric-vehicle consumption sheet, and 12 workbook rows printed without a CO2 value.
  • Names are the OCCC's own Catalan, with English names beside them.

For fuels, the OCCC prints combustion only. Beside each fossil fuel factor, open-climate.ai adds an estimated well-to-tank leg (the emissions of extracting, processing and transporting the fuel) and a well-to-use total, each as its own factor marked as an estimate. Every leg is rated very low quality. Biomass, pure biofuels and the blends above 10% biofuel get no leg, because their combustion value leaves out biogenic CO2. The OCCC's own numbers are unchanged: leave out estimated factors (is_estimated) to keep them only. How the fuel legs are estimated.

Limitations

  • The guide is a PDF. Every number was transcribed and checked cell by cell against the page text; the road workbook is read directly.
  • The guide publishes no uncertainty or data quality rating.
  • The workbook's heavy and light vehicle averages are fleet-weighted, with no weights published.
  • Heavy fuel oil for ships is printed with the same value per kg and per litre (3.1435 kg CO2), which implies a density of 1. It is imported as printed.
  • The office goods factors come from a third-party observatory whose own terms were not found.
  • The industrial waste category averages are weighted means of the route factors, with no weights published, so they are not linked to them.
  • Waste factors are for 2017-2020 and water for 2019-2023; they are not restated every year.

Changelog

  • 2026-10-27: data year 2025, edition 2026 (v1) loaded, with estimated well-to-tank legs and well-to-use totals beside the fossil fuel combustion factors.
