Overview

The National Greenhouse Accounts (NGA) Factors are the factor set of Australia's National Greenhouse and Energy Reporting (NGER) scheme, computed from the national greenhouse gas inventory and NGER reported data. DCCEEW publishes a workbook and a methods document each August on dcceew.gov.au.

The set covers electricity by state, territory and grid, including a national residual mix; solid, gaseous and liquid fuels for stationary use and transport, with their upstream emissions; industrial process emissions from carbonates, clay materials and soda ash; and waste to landfill, wastewater, composting and anaerobic digestion.

Methodology

How this works
  • Totals are kg CO2e with IPCC AR5 100-year GWPs: CH4 28 and N2O 265, one methane value for fossil and biogenic sources.
  • Biogenic CO2 is counted as zero. Methane and nitrous oxide from biomass fuels are included.
  • Scope 1 fuel factors carry their CO2, CH4 and N2O contributions beside the total. Other factors are published as a total only.
  • Fuel energy is on a gross calorific value basis. We serve it per kWh on the higher heating value basis.
  • Electricity factors by state and grid are location-based. The national residual mix factor is market-based.
  • The scope 3 electricity factors for consumers include electricity lost in the grid. The scope 3 factors for transmission and distribution network operators exclude those losses.
  • DCCEEW's own note on those scope 3 factors: "Emissions from a company's value chain occurring externally to their operations within Australia may be estimated using the scope 3 emission factors published in this workbook. If you need to calculate emissions occurring outside of Australia, please check relevant resources, such as the IPCC Emission Factor database."
  • A fuel's combustion and upstream factors are also served as their sum, labelled well to use. Scope 2 and scope 3 electricity factors are summed the same way.
  • The 2025 edition describes the 2023-24 Australian financial year, so its values carry reference year 2024.

Data year: the Australian reporting year the edition restates, not the edition's own year.

What we import

  • The 2025 workbook: 198 factors, each with one value.
  • Every factor-bearing table: electricity, fuels, industrial processes and waste.
  • Rows that print one value for New South Wales and the Australian Capital Territory become one factor for each.
  • Not imported: the energy summary sheets, which restate factors from other tables; refrigerant leakage rates and GWPs; the parameter tables behind the waste factors; and cells marked not estimated, confidential or not applicable. Each excluded row is kept in our archive with its reason.
  • French names are machine translated.

DCCEEW prints a national residual mix and no green mix. Beside it, open-climate.ai adds a market-based value of 0 for a green contract, marked as assigned: 0 is the GHG Protocol's generation value for a certificate-backed kilowatt-hour, not an estimate. No loss or fuel-chain leg is estimated for this library: its scope 3 electricity factors already print them. How the legs are estimated.

Limitations

  • The factors describe Australia: its grids, its fuels and its waste practices.
  • Only factors with a gas breakdown can be restated in AR6. Most of the set is published as a total only.
  • Do not add a network operator scope 3 factor to the consumer scope 3 factor for the same grid.
  • The industrial process factors carry no life cycle boundary label.
  • The wastewater factors are per person served, so a quantity in tonnes or litres cannot use them.
  • For the Northern Territory DKIS grid, the network operator factor is 0.03 in the workbook and 0.05 in the methods document. We load the workbook value.
  • The green value of 0 covers generation only, and only for electricity backed by certificates that meet the Scope 2 quality criteria.
  • Only the 2025 edition is loaded so far.
