Overview

The Lijst CO2-emissiefactoren is a national consensus list, started under a 2014 Green Deal between the Dutch government, SKAO, Stimular, Connekt and Milieu Centraal. It is published on co2emissiefactoren.nl, with a new edition each January.

The list curates factors from third-party research; it does not produce its own. It mainly serves Scope 1 and 2 and Scope 3 categories 3, 4, 6 and 7: fuels for vehicles, ships and energy generation, Dutch electricity and heat, passenger and freight transport, refrigerants and other gases, and since the 2025 edition waste. It has no spend-based factors and no factors for raw materials.

Methodology

How this works

Values are kg CO2e per unit of activity. For fuels and transport the list publishes a total (well to wheel), the direct emissions (tank to wheel) and the upstream emissions (well to tank). We serve the total with its two parts as components, labelled Well-to-use.
Biogenic CO2 is left out of the total, as the publisher advises: it belongs beside a footprint, not in it. Where the list publishes it, it is kept beside the value.
The GWP basis follows the edition, read from the GWP table each edition prints: IPCC AR4 for 2020, AR5 for 2021 to 2024, AR6 for 2025 and 2026.
Refrigerants carry the GWP100 figure as the default. On 25 of them the Montreal Protocol (AR4) figure is kept as a second value.
Waste factors are parallel routes, not parts of one total: the GHG Protocol figure for collection and treatment, transport, treatment, and emissions avoided by recycling or energy recovery. Avoided emissions are negative and never netted.
The reference year is the edition year: the 2025 factor is meant for a 2025 footprint.
Natural gas published per Nm³ is also served per kWh, at the list's own 31.65 MJ per Nm³ (net).

Publication year: the edition the value was published in, not a data year.

What we import

The yearly exports for the editions 2020 to 2026, 229 factors per edition: 578 factors and 3,203 values in total.
Each published column as its own factor, with one value per edition year.
The description and sources of each factor, from its page on the website.
Not imported: the editions 2015 to 2019, which exist only in an archive workbook with different naming; the Infrastructure (LCA approach) column, which adds capital goods outside the total; the wastewater row per pollution equivalent; the MJ conversion column outside natural gas; and cells that are blank or marked withdrawn (vervallen). Each excluded row is kept in our archive with its reason.
Names are published in Dutch. English and French names are machine translated.

Licence

How this works

Open. The list names no standard licence. Its terms allow free use with a clear source reference, and ask builders of CO2 tools to tell the publisher they use it. Stichting Stimular confirmed in September 2026 that the data are publicly accessible and that attribution is sufficient: "Bron: Lijst CO2-emissiefactoren (co2emissiefactoren.nl), beheerd door Rijkswaterstaat en Stichting Stimular".

The terms do not address redistribution or commercial use explicitly.

Limitations

The factors describe the Dutch situation. The publisher advises its electricity, natural gas, biogas and heat factors for the Netherlands only, passenger transport for Western Europe, fuels and freight for Europe, and refrigerants and other gases worldwide.
No breakdown by gas is published, so values from 2020 to 2024 cannot be restated in AR6. Compare editions with care.
Factors the publisher has withdrawn are not yet retired here: their last published value is still served. Check the factor's description before use.
For the electricity label (stroometiket) the published total is variable. We serve only its supply chain part, 0.044 kg CO2e per kWh, which is not a total.
The publisher revises the current edition during the year, sometimes retroactively: three times in 2026 so far. Note when you took a value.
