Overview

ISPRA (Istituto Superiore per la Protezione e la Ricerca Ambientale) compiles Italy's national greenhouse gas inventory. Each summer it publishes "Fattori di emissione per la produzione ed il consumo di energia elettrica in Italia", a workbook of emission factors derived from that inventory, with a methodology report. The files are on emissioni.sina.isprambiente.it.

The workbook gives annual series from 1990 for Italian electricity, from generation to consumption, for heat production, and for the fuels used in thermal power plants.

Methodology

How this works
  • Values are CO2 per unit. The electricity series are printed in g CO2 per kWh and served in kg.
  • Only fossil CO2 is counted. Methane and nitrous oxide are left out, about 0.4 to 0.7% of the total. Since CO2 needs no GWP, the values are the same under any IPCC assessment report.
  • Production factors are per kWh of gross output, measured at the generator. Two of the gross series also count heat output in the denominator.
  • The consumption factor is per kWh consumed. It includes grid losses and counts imported electricity as zero.
  • The grid losses factor is per kWh lost in the grid, not per kWh delivered.
  • Net source mixes are per kWh net of the plants' own consumption, before grid losses.
  • Fuel factors are ISPRA's effective values: the stoichiometric CO2 factor times the oxidation factor. The sheet titles them national average factors per unit of primary energy in the fuel, so a value describes the fuel quality of the Italian fleet in that year and not one plant's. They are given per TJ of net calorific value, per tonne, or per volume of gas at 15 °C and 101.325 kPa.
  • The reference year is the inventory data year. The latest year is preliminary and flagged as such.

Data year: the national inventory year (1990-2025). Where the publisher prints a span rather than a year, the span's end is served.

What we import

  • The 2026 edition workbook, with data for 1990-2024 and preliminary 2025: 56 factors and 1,190 yearly values.
  • The sector series: gross production, electricity consumption, grid losses and heat production.
  • The source mixes: nine source categories, each on a gross and a net basis.
  • The fuel factors: 15 fuels, each per unit of energy and per tonne or volume. Gas factors carry a conversion to kWh from ISPRA's own calorific values.
  • Not imported: the detailed fuel sheet, the plant technology matrices, republished IPCC default values, an alternative natural gas variant on a fixed calorific value, the duplicate per-toe column, fuel intensity tables and cells printed as a dash. Each excluded row is kept in our archive with its reason.
  • Per-gas CO2e series and the residual mix appear only in the methodology report and are not loaded.
  • Italian names are ISPRA's own. English names are ours and French names are machine translated.

Limitations

  • CO2 only. Totals that need methane and nitrous oxide are slightly understated.
  • Location-based only. No residual or market-based mix is served.
  • Imported electricity counts as zero in the consumption factor.
  • The grid losses factor applies to the energy lost. Multiplying it by delivered kWh overstates the result many times over.
  • The gross production series with and without heat in the denominator differ by about 9%. Check the series name before use.
  • Each edition revises the preliminary year and can restate the whole series. Only the 2026 edition is loaded.
