Overview

DESNZ publishes the conversion factors each June for UK organisations reporting under Streamlined Energy and Carbon Reporting, and for anyone reporting voluntarily against the GHG Protocol. The files are on gov.uk.

The set covers fuels, UK electricity, heat and steam, refrigerants, passenger and freight transport, materials, waste disposal, water, hotel stays and the upstream (well-to-tank) emissions of fuels and electricity.

Methodology

How this works

Totals are kg CO2e with IPCC AR5 100-year GWPs. A few upstream bioenergy rows use AR4, as published.
The total counts fossil CO2, methane and nitrous oxide. DESNZ reports biogenic CO2 in a separate "outside of scopes" table.
The CO2, CH4 and N2O contributions are kept on the same value as the total.
UK electricity factors are location-based, from the UK grid average. DESNZ publishes no market-based factor.
Fuel energy is on a net calorific value basis, unless the row states gross.
A well-to-tank factor is the upstream part of the matching combustion factor. We also serve their sum, labelled well to use.
The reference year is the edition year.

Publication year: the edition of the UK government conversion factors, never a data year.

What we import

The 2026 flat file, version 1.1.
Every row that carries a factor, in every table of the full set.
Aviation factors with and without radiative forcing are one factor with two values; with radiative forcing is the default.
Hotel stays are placed in the destination country. Sea freight vessel classes, based on international averages, are placed at world level.
Transmission and distribution losses are attached to the electricity and heat generation they belong to.
Not imported: blank cells, energy intensities (kWh per unit), unit duplicates such as miles next to kilometres, and rows that restate another table. Each excluded row is kept in our archive with its reason.
French names are machine translated.

The factors describe the UK: its grid, its fuel blends and its vehicle fleet.
No market-based electricity factor is published.
Biogenic CO2 is not in the served totals.
Only the 2026 edition is loaded so far.
DESNZ can replace a file during the year. We record the exact file we loaded.
