Overview

CO2emissiefactoren.be is a private initiative that compiles emission factors for Belgian organisations and shares them as a tool. It is published on co2emissiefactoren.be as a downloadable set of files, released at irregular intervals.

The publisher states that it is not an official government initiative and that all values are indicative. Many rows take their value from the Dutch list at co2emissiefactoren.nl, which is a separate library here.

Methodology

How this works
  • Values are kg CO2e per unit of activity. For fuels, vehicles, electricity, heat and passenger transport the list publishes a total with a use part (combustion) and a production part (upstream). We serve the total with its two parts as components, labelled Well-to-use.
  • Biogenic CO2 is left out of the total. Where the list publishes it, it is kept beside the value.
  • Only the refrigerant rows cite an IPCC assessment report, AR4 or AR6. Every other value states no GWP basis, so it shows as not stated.
  • One release carries every historical value, each with its own validity dates. The reference year is the start year of the validity window, or 2026 for the rows that carry no date. Values run from 2014 to 2026.
  • Grey electricity, a mix the publisher calls representative for Belgium, is served as a residual mix; electricity of unknown origin as a consumption mix. Green electricity is published per plant type; for biomass the publisher advises a supplier-specific factor instead.
  • Natural gas is published per kWh on both a net and a gross calorific value basis, as two factors.
  • Waste factors are parallel routes, not parts of one total. Emissions avoided by recycling are negative and never netted.

Mixed: the start year of the value's published validity window, falling back to the release year on the 54 factors that state no window.

What we import

  • The 2026.06 release: seven section files covering fuels for vehicles, fuels for energy generation, electricity, heat supply, refrigerants, passenger transport and waste. 386 rows give 512 factors and 930 values, all placed in Belgium.
  • Every row, including those that cite the Dutch list as their source. The cited source is kept with each value.
  • The freight transport section holds no factors: the publisher refers to the Dutch list there.
  • Not imported: 14 rows marked withdrawn (vervallen) with no value, one row that refers to another factor instead of printing a number, and one exact duplicate row. The earlier release files are not read, since the 2026.06 release already carries their values as closed windows. Each excluded row is kept in our archive with its reason.
  • Names are published in Dutch. English and French names are machine translated.

Open, with a reservation. The site names no licence: it says the factors are shared openly as a tool, while every page carries the notice "© EnergieID & BENOR. Alle rechten voorbehouden." (all rights reserved). We serve the values with the publisher's credit line: "Bron: CO2emissiefactoren.be, een initiatief van EnergieID en BENOR. © EnergieID & BENOR. Alle rechten voorbehouden."

Before redistributing the values in a product of your own, confirm the terms with EnergieID and BENOR.

Limitations

  • Values are indicative, with no quality rating or uncertainty. 279 of the 386 rows cite the Dutch list as their only source, so they describe the Netherlands rather than Belgium.
  • 58 factors serve a validity window that has already closed, with no successor: 6 closed in 2019, the rest in 2024 or 2025. Check the validity dates before use.
  • The refrigerant R600a (isobutane) still carries 3.0 kg CO2e per kg under an AR6 label, while its siblings propane and butane were corrected to their AR6 values.
  • As published, the battery electric bicycle's total (0.002 kg CO2e per vehicle-km) is below its own production part (0.022).
  • For the moped, the publisher prints two 2025 values (0.08 and 0.076) that differ only in their notes. We serve the one whose window is still open.
  • The date each row was last changed is not shown.

Changelog

  • 2026-09-15: fuel, electricity and transport totals relabelled Well-to-use.
  • 2026-09-14: values served openly with the publisher's credit line.
  • 2026-09-10: zero values for green electricity no longer rated lower in quality.
  • 2026-08-05: release 2026.06 loaded.
