Overview

EXIOBASE 3 is an environmentally extended multi-regional input-output model. It links the economic transactions between sectors in different countries to the emissions each sector causes, so a purchase can be traced through its whole upstream supply chain. Version 3.8.2 is published on Zenodo.

It is built for spend-based accounting, where only the amount paid for a product is known. It covers 44 countries and 5 rest-of-world regions.

Methodology

How this works
  • Factors are kg CO2e per euro at basic prices, from the 2019 product-by-product table. The model publishes them per million euros; we store them per euro.
  • Each factor is cradle to gate: it covers the product's whole supply chain, purchased services included. Capital goods are not included, because investment is final demand in the model.
  • Every factor carries seven greenhouse gas characterisations. The default is IPCC AR5 with a 100-year horizon. The others use AR4-era factors, 20- and 500-year horizons or other characterisation models, and stay selectable beside it.
  • The total is an economy-wide figure allocated through the model; biogenic CO2 is treated as neutral.
  • Values are adjusted for inflation to each accounting year from 2015 to 2025, with each region's price change carried into euros through annual exchange rates.
  • The reference year is 2019, the year of the table.

Data year: the year of the MRIO table the factor comes from.

What we import

  • EXIOBASE 3.8.2, product-by-product table for 2019: 200 products for 49 countries and regions, 9,800 factors.
  • Products are classified in NACE Rev. 1.1, derived from the EXIOBASE product code.
  • 8,064 factors are served. The other 1,736 are withheld as unreliable: 1,662 structural zeros where the model has no data, and 74 extreme values caused by a very small denominator.
  • Not imported: the industry-by-industry table and the impacts other than greenhouse gases. The emissions by gas are kept in our archive but not served.
  • English names are EXIOBASE's own; French names are machine translated.

Copyleft. EXIOBASE 3.8.2 is published under CC BY-SA 4.0, which allows commercial use and redistribution with attribution.

ShareAlike applies: values derived from or blended with EXIOBASE must be shared under the same licence. Do not mix them into a result you publish under a more permissive licence.

Versions from 3.9.4 onwards carry a non-commercial licence. That is why we stay on 3.8.2.

Limitations

  • A spend-based factor averages a whole product group. A physical or supplier-specific factor is more accurate when available.
  • Factors are at basic prices. A purchase ledger records purchaser prices, which include trade and transport margins and taxes, so applying a basic price factor to it understates emissions.
  • The table year is 2019. Newer editions are not loaded, because of their licence.
  • The characterisations are AR5 and AR4 based and cannot be restated in AR6, because the breakdown by gas is not kept.
  • Capital goods are outside every factor.

Changelog

  • 2026-09-15: every factor states that purchased services are inside it and capital goods outside.
  • 2026-09-10: factors adjusted for inflation per accounting year.
  • 2026-08-18: two products moved to a better category: medical and precision instruments, and equipment rental.
  • 2026-07-30: structural zeros and extreme values withheld from serving.
  • 2026-07-24: EXIOBASE 3.8.2 loaded.
