Overview

The Base Carbone is the reference database for the Bilan GES, the greenhouse gas assessment that larger French organisations must publish. ADEME maintains it with public bodies, industry federations and research groups, and publishes it as open data on data.ademe.fr.

It covers fuels, electricity mixes for France and other countries, heat networks, passenger and freight transport, purchased goods and services through monetary ratios, waste treatment and land use. Food products are published by ADEME in Agribalyse, which is a separate library here.

Methodology

How this works

Each record carries a total in kg CO2e and, for most energy and transport records, a breakdown into posts: upstream, combustion, grid losses, manufacturing and fugitive emissions.
The total counts fossil CO2, methane and nitrous oxide; biogenic CO2 is left out. Land use records report a net total instead.
ADEME publishes no GWP column. We read the values as IPCC AR6 100-year figures unless a record names another assessment report.
Electricity mixes for France are consumption mixes. Mixes for other countries come from generation data.
Monetary ratios are dated by the price year in their unit. We adjust them for inflation, so one ratio serves each accounting year from 2015 to 2025.

Record-mutation date: the day ADEME last edited the Base Empreinte record, overwritten by the currency year on monetary factors. It is not the data year — 1,344 factors carry theirs in the activity label instead ('Grid electricity - 2015'), so a year filter over this library filters edit dates.

What we import

The Base Carbone export from data.ademe.fr, edition 23.6.
Every valid record with a kg CO2e total, with its posts as components of that total.
An annual series (the same activity published once per year) becomes one factor with one value per year.
An activity printed in two energy units (per GJ and per kWh) becomes one factor.
Avoided emissions in waste treatment are kept apart from end-of-life emissions.
Not imported: archived records, records also published in Agribalyse, territorial statistics, source data rows and records whose unit cannot be converted. Each excluded row is kept in our archive with its reason.
English names come from ADEME's own English column, corrected where it mistranslates.

How this works

Open. The data.ademe.fr export is published under the Etalab Open Licence 2.0, which allows commercial use and redistribution with attribution: "Source ADEME, Base Carbone v23.6".

We do not import the files of the Base Empreinte portal, which carry their own conditions of use.

Limitations

Monetary ratios are sector averages. Prefer a physical factor when the quantity is known.
Some records state no system boundary that maps to our vocabulary; they show as Not stated.
The 137 electricity mixes for countries other than France are generation figures from the IEA, although they are presented as delivered electricity. Add grid losses for purchased electricity.
Wood and biofuel records whose total is zero while a biogenic component exists are not served, since the zero would understate them.
ADEME revises records between editions without a per-record change log. Compare editions before reusing an older figure.
