ProBas - Umweltbundesamt (German Environment Agency), ProBas

Life-cycle emission factors from ProBas, the German Environment Agency's process database built on the GEMIS model: electricity, heat, fuels, transport, materials and food for Germany, Europe and some 70 other countries, from 1986 to 2050.

Overview

ProBas (Prozessorientierte Basisdaten für Umweltmanagementsysteme) is the process database of the Umweltbundesamt, Germany's Environment Agency. It is the published distribution of GEMIS, the life-cycle model maintained by the IINAS institute, at the agency's own vintage and terms, plus a set of raw-material profiles by the IFEU institute. We load version 02.44.152 from the agency's open data node at data.probas.umweltbundesamt.de, every aggregated life-cycle result on it.

ProBas Nutzungsbedingungen (Umweltbundesamt): 'Wir erlauben und begrüßen das Herunterladen sowie die sonstige Nutzung aller auf den ProBas-Internetseiten frei zugänglichen Inhalte' on three conditions: ProBas is credited as the source, the content is neither altered nor distorted, and it stays free of charge for the individual. Every dataset prints the ILCD licenseType 'Free of charge for all users and uses'. The terms grant use but never name redistribution, so sharing and embedding stay unclear under the Q2 rule (MOD-0038 D3), as for iges-citation (probas, IMP-0081).

Methodology

How this works
  • Values are CO2e per functional unit, from each dataset's greenhouse-effect result (Treibhauseffekt). The method's own characterisation table is AR5 at 100 years: fossil methane 30, nitrous oxide 265, SF6 23,500. The 168 IFEU materials datasets, which also report biogenic methane, weight all methane at 28.
  • Biogenic CO2 is excluded from the total, and stored as its own part. Fossil CO2, methane, nitrous oxide and SF6 are stored as CO2e parts, which lets the AR6 version be derived. Other gases are in the total but not split out.
  • Every GEMIS dataset includes the manufacture of the plant or vehicle, spread over its capacity, load and lifetime. The 168 IFEU raw-material profiles state that capital goods were not considered, and say so on each factor.
  • Electricity comes as a production mix at the power plant, without grid losses, and as electricity delivered to the local consumer, with them. Both are location-based. A grid row fed by one named source (an electric-vehicle supply pathway or a single import) is that source's plant output, not a mix. Heat is per kWh of useful heat.
  • 21 datasets marked "ohne Vorkette" are the plant's own emissions without the fuel's supply chain. They are kept on the generation or combustion boundary and never stand in for a full supply.
  • Some values are negative: the publisher credits co-products ("Gutschriftenrechnung"). They are served as printed.
  • The reference year is the year the model represents the process for. 2,514 values are for years after the 2020 release (mostly 2030 and 2050): they are projections, marked as a scenario, and never the latest year.

Scenario year: the year the GEMIS model represents the process for (1986 to 2050, mostly 2000, 2005, 2010, 2015, 2020 and 2030), read from the ILCD reference year, or from the dataset's name where the two disagree (23 datasets). Years past the 2020 release are projections, flagged in value_qualifiers.scenario. A projection answers only its own year and later and is never the current figure. No validity window is printed.

What we import

  • All 11,522 importable aggregated results: 11,522 factors, one value each.
  • Units: kWh (8,724, from MJ on the net calorific value), kg (1,908), passenger-km (567), tonne-km (322), litre (1).
  • Geography: as printed, with three corrections. The code UG on 130 datasets is Hungary, not Uganda. CS is the former Serbia and Montenegro, a region of its own. 284 datasets name no place: a country in the name wins, otherwise global.
  • Each row is placed in our category tree and keeps its NACE Rev. 1.1 class; the 116 IFEU datasets also keep the agency's own process tree.
  • Names and descriptions are the publisher's German, with English translations.
  • Not imported: 190 datasets that render ecoinvent activities in German, which carry another licence; 49 model placeholders; the 11,410 unit processes, whose results are the aggregated datasets we load; and the indicators that are not greenhouse gases (energy demand, acidification).

Open. The agency "allows and welcomes downloading and any other use" of the freely accessible ProBas content, on three conditions: name ProBas as the source, do not alter or distort the content, and keep it free of charge for the individual. Each dataset states "Free of charge for all users and uses". Using the factors for your own footprint is allowed. Publishing results and combining the data are allowed under those conditions. The terms grant use but do not name redistribution, so sharing the factors with customers or embedding them in a product is unclear: ask the agency first. Attribution: "ProBas, Umweltbundesamt". Terms: Nutzungsbedingungen. Last verified 2026-10-04.

Limitations

  • Tier split: 11,363 values at medium, set by the library prior, because ProBas publishes no quality score. 159 are problematic: 120 printed zeros that no life cycle can produce (residual extraction inputs, platinum metals, silver), 34 that duplicate a GEMIS 5.2 value for the same activity, region and year, where the newer GEMIS figure is the default, and 5 second copies of a dataset ProBas publishes twice. How tiers work: /docs/data-model/cleaning/.
  • Projection years are served next to historic ones. Check the year in the name (Netz-el-DE-2030) before using a value for a past inventory.
  • Transport distances and cut-off criteria are not stated by the publisher. The allocation rule between co-products is in each description, in German.
  • Grid losses are not split out as their own value: the delivered and the plant figures are both served whole.
  • The node revises datasets in place, without a changelog.
